STAFF REPORT
SUBJECT:
Resolution adopting the National Incident Management System as part of the City's
emergency management system.
BACKGROUND:
On February 28, 2003, the President of the United States issued Homeland Security
Directive number 8, that directs the Department of Homeland Security Secretary to
develop and administer a National Incident Management System (NIMS). This system
would provide a consistent nationwide approach for Federal, State, local, and tribal
governments to work together more effectively and efficiently to prevent, prepare for,
respond to and recover from domestic incidents, regardless of issue, size or complexity.
NIMS was developed for the effective implementation and utilization of a comprehensive
National Incident Management System. This includes the utilization of standardized
terminology, standardized organizational structures, interoperable communications,
consolidated action plans, and unified command structure. This also includes the
utilization of uniform standards for planning, training, and exercising comprehensive
resource management, and designated incident facilities during emergencies or disasters.
Compliance with NIMS guidelines is an eligibility requirement for Federal preparedness
assistance to State and local governments. All Federal preparedness grant programs the
City participates in will be in jeopardy unless NIMS compliance requirements are met.
Compliance with and implementation ofNIMS requirements will include four elements:
I) Adoption of the National Incident Management System by the governing body; 2)
NIMS required training courses for relevant staff (i.e. elected officials, city management,
Fire personnel, Police personnel, and Emergency Operation Center responders (see
attached training matrix); 3) Conducting NIMS baseline assessments; and 4) Integration
of NIMS into existing plans. policies, and procedures. Compliance with NIMS training
has already begun with relevant staff. Compliance with conducting a NIMS baseline
assessment and integration into existing plans and policies will be accomplished during
Federal Fiscal Year 2006/2007 (ending September 30, 2007). The Department of
Homeland Security is seeking substantial completion of NIMS requirements by
September 30, 2006. The goal for City staff is to have completion of NIMS training
requirements by relevant City officials and staff by December 31, 2006.
FINANCIAL IMP ACT:
Financial impacts will be approximately $2,500, to include some training and printing
related costs in the implementation of the National Incident Management System. These

costs will be funded through the FY 2004 Metropolitan Medical Response System grant
account #123-719-5133. There is no financial impact to the City's General fund.
RECOMMENDATION:

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO ADOPTING THE NATIONAL INCIDENT MANAGEMENT SYSTEM
AS PART OF THE CITY'S EMERGENCY MANAGEMENT SYSTEM.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
WHEREAS on February 28, 2003 the President of the United States issued the Homeland
Security Directive number 8, which directs the Department of Homeland Security Secretary to
develop and administer a National Incident Management System (NIMS), which would provide
a consistent nationwide approach for Federal, State, local, and tribal governments to work
together more effectively and efficiently to prevent, prepare for, respond to and recover from
domestic incidents, regardless of issue, size or complexity; and
WHEREAS it is necessary and desirable that all Federal, State, local, and tribal
emergency agencies and personnel coordinate their efforts to effectively and efficiently provide
the highest levels of incident management; and
WHEREAS, to facilitate the most effective and efficient incident management it is critical
that Federal, State, local and tribal organizations utilize standardized terminology, standardized
organizational structures, interoperable communications, consolidated action plans, unified
command structure, uniform standards for planning, training, and exercising comprehensive
resource management, and designated incident facilities during emergencies or disasters; and
WHEREAS, the U.S. Department of Homeland Security has mandated that all local, triba1,
and State agencies be in compliance with National Incident Management System requirements
which include governing body adoption of National Incident Management System, training of
emergency response personnel (see training matrix attached hereto and incorporated herein by
reference), integration into existing plans/procedures, and assessment of National Incident
Management System baseline capabilities; and

WHEREAS, compliance with National Incident Management System guidelines is an eligibility
requirement to receive federal preparedness grant assistance, which has allowed the City to
enhance local readiness and maintain first responder safety; and
WHEREAS, in 1993, California was the first State to adopt a statewide Standardized
Emergency Management System (SEMS) for use by every emergency response organization,
and implemented a system to ensure the continual improvement of the Standardized Emergency
Management System; and
WHEREAS, the Governor of the State of California has directed his Office of Emergency
Services and Office of Homeland Security in cooperation with the Standardized Emergency
Management System Advisory Board to develop a program to integrate the National incident
Management System, to the extent appropriate, into the State's emergency management system;
and
WHEREAS, the California Standardized Emergency Management System substantially
meets the objectives of the National Incident Management System; and
THEREFORE, BE IT RESOLVED, the City of San Bernardino will integrate the National
Incident Management System, to the extent appropriate and practical, into the city's emergency
management system.
BE IT FURTHER RESOLVED, The City of San Bernardino in utilizing the National
Incident Management System shall be consistent with the integration of the National Incident
Management System and the Standardized Emergency Management System adopted in
California.
BE IT FURTHER RESOLVED, The City of San Bernardino will forward a copy of this
Resolution to the Governor's Office of Emergency Services.
