SUBJECT
Resolution authorizing the Director of Finance or designee to issue a purchase order to L.N.
Curtis & Sons in the amount of $52,012.92 for small talk plus systems and self-contained
breathing apparatus.
BACKGROUND
Occupational Safety and Health Administration requires that self-contained breathing apparatus
(SCBA) must be used in immediately dangerous to life or health atmospheres, including interior
structural firefighting. Firefighters while performing interior structure fire attack must wear
SCBAs and maintain voice or visual contact with one another at all times. This procedure
ensures the accountability between employees and assist in alerting of any potential dangers.
However, communication has become an issue due to the restrictive nature of the SCBA. The
use of the SCBA can interfere with effective communication in face to face and portable radio
conversations. In an effort to improve the ability of firefighters to transmit urgent safety related
messages or have their verbal orders understood while using SCBA facemasks; it is critical that
firefighters be outfitted with communication equipment to improve communication during a fire
incident.
On March 20, 2006, the Mayor and Common Council approved the purchase of the radio
communications systems that equipped Fire Captains with these devices. Fire Captains are able
to clearly and quickly relay vital information via radio regarding the constantly changing
conditions faced on the fire ground.
Fire fighters inside the structure must have direct visual or voice contact between each other and
direct voice or radio contact with fire personnel outside the structure. Fire is requesting to outfit
firefighters with the small talk plus system and it will be an integrated component with the
SCBA facemask. This will allow the user to talk clearly to a colleague standing beside himlher
without removing their SCBA facemask. This device is invaluable during fire ground
communication due to the high levels of background noises and the barrier imposed by the
facemask.
In addition, to communication devices to upgrade our current SCBA units, we need to replace
three (3) SCBA units that are scheduled for replacement. Fire implemented a SCBA
Replacement Program that ensures the continuous operation of maintenance, repair, and
replacement of all SCBAs units during service. Our replacement and maintenance history
indicate that we need to replace three (3) SCBA units that have been in service for over 15 years.
Fire is requesting authorization for the Director of Finance to issue a purchase order to L.N.
Curtis & Sons for one hundred (100) small talk plus systems and three (3) self-contained

breathing apparatus units that are manufactured by Survivair (attachment A). The small talk
plus system is a component that will be attached to the self-contained breathing apparatus units.
Survivair is not the only manufacturer of breathing devices; however, Survivair is the exclusive
brand used by the Fire Department, making compatibility essential. L.N. Curtis & Sons is the
sole distributor of Survivair equipment in the Southern California area.
In accordance with the City of San Bernardino Municipal Code Section 3.04.01OB (3)
purchasing procedures for "selective source", we recommend that L.N. Curtis & Sons be issued a
purchase order for one hundred (100) small talk plus systems and three (3) self-contained
breathing apparatus units.
FINANCIAL IMPACT
The total amount to be awarded to L.N. Curtis & Sons for small talk plus systems and self-
contained breathing apparatus is $52,012.92. The Metropolitan Medical Response System Grant
funds (123-596-5704) will be utilized for the procurement of the equipment. There is no
financial impact to the General Fund.
RECOMMENDATION
Adopt resolution.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AUTHORIZING THE DIRECTOR OF FINANCE OR DESIGNEE TO
ISSUE A PURCHASE ORDER TO L.N. CURTIS & SONS IN THE AMOUNT OF
$52,012.92 FOR SMALL TALK PLUS SYSTEMS AND SELF-CONTAINED
BREATHING APPARATUS.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION I. That the Mayor and Common Council authorize the Director of Finance or
designee to issue a Purchase Order not to exceed $52,012.92 to L.N. Curtis & Sons, as a selected
source vendor for small talk plus systems and self-contained breathing apparatus as set forth in
the Quotation, attached hereto as Exhibit "A" and incorporated herein by this reference.
SECTION 2. That L.N. Curtis & Sons is the only distributor of Survivair breathing
apparatus in the Southern California area and currently all breathing apparatus used by the Fire
Department is the Survivair brand, and furthermore, that the National Institute for Occupational
Safety and Health does not allow for the integration of different brands of equipment, such as
regulators, face masks, and devices.
SECTION 3. This awarding of the purchase order to L.N. Curtis & Sons is based upon
criteria set forth under the "selected source" purchasing procedures of the City of San Bernardino
Municipal Code Section 3.04.010B (3).
SECTION 4. The Purchase Order shall reference this Resolution and shall be issued to
L.N. Curtis & Sons for 100 small talk plus systems and 3 self-contained breathing apparatus in an
amount not to exceed $52,012.92;
SECTION 5. The authorization to execute the above' referenced Purchase Order IS
rescinded ifit is not issued within sixty (60) days of the passage of this resolution.
