STAFF REPORT
Subject:
Authorization to establish a 4-Way Stop at the intersection of Palm Avenue and Irvington
Avenue.
Background:
The City has received complaints from residents of the Verdemont Area, via the Council Office,
relative to traffic safety at the intersection of Palm Avenue and Irvington Avenue. The
complainants feel that installation of a traffic signal or 4-way stop control would enhance traffic
safety at the intersection.
The Traffic Engineering section of the Development Services Department evaluated the
intersection. A traffic signal is warranted at this intersection and is included in the CIP (TC06-
06); however, funding for its installation has not been identified. Consequently, it is
recommended that a four-way stop be installed at the intersection until the signal is installed. This
action is consistent with Manual on Uniform Traffic Control Devices that allows the installation of
multi-way stop signs as an interim measure until the traffic signal is constructed (see attached
warrants).
Staff feels that installation of a 4-way stop will improve traffic safety at the intersection.
Consequently, it is recommended that it be installed as an interim measure until the traffic signal
is funded and constructed in FY 08/09.
The attached Resolution has been updated to reflect current field conditions, including stop signs
that were approved under other resolutions.
Financial Impact:
The estimated cost of $1,500 .for installing the new stop signs will come from Account No. 001-
402-5111 (Street Maintenance).
Recommendation:
Adopt Resolution.

NO. 655 El'ITITLED, IN PART, "A RESOLUTIOl\"... DESIGNATING CERTAI:\
STREETS, OR PORTIONS THEREOF AS THROUGH HIGHWAYS..." AND
ESTABLISHING A FOUR-WAY STOP AT THE INTERSECTION OF PALM
A VENUE AND IRVINGTON AVENUE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCil OF THE CITY OF
SAN BERNARDINO AS FOllOWS:
SECTION I: Resolution No. 655, which designates certain streets, or portions
thereof, as through highways, Section One is amended by amending Subsection (8.6)
IRVINGTON A VENUE to read as follows:
"(8.6) IRVING TON A VENUE
(A) From Magnolia Avenue to Pine Avenue.
(B) At its Intersection with Palm Avenue (4-Way Stop).
(C) At its intersection with Olive Avenue (4-Way Stop).
(D) At its intersection with Walnut Avenue (4-Way Stop)."
SECTION 2: Resolution No. 655, which designates certain streets, or portions
thereof, as through highways, Section One is amended by amending Subsection (13.7A)
PALM A VE!\'UE to read as follows:
"(I3.7A) PALM AVENUE (VERDEMONT)
(A)
(B)
(C)
From Cajon Boulevard to and Including Melvin Avenue.
At its intersection with Cajon Boulevard (4-Way Stop).
.
At its intersection with Kendall Drive/I-215 Ramps (4-Way Stop),
except vehicles travelling westbound and turning north from the 1-215
Freeway off-ramp.
(D) At its intersection with Irvington Avenue (4-Way Stop).
(E) At its intersection with Belmont Avenue (4-Way Stop).
(F) At its intersection with Verdemont Drive (4-Way Stop)"
