SUBJECT
Resolution of the Mayor and Common Council of the City of San Bernardino ratifying the
submittal of an application by the Police Department for a Driving Under the Influence (DUI)
mini grant from the State of California Office of Traffic Safety in the amount of$25,460.32.
BACKGROUND
The California Office of. Traffic Safety through a partnership with the University of California, .
Berkley is awarding grant funds in the form ofDUI mini-grants for the holiday periods covering
December 15, 2006 - January 3, 2007 (Christmas / New Years) and August IS, 2007 -
September 3, 2007 (Labor Day). These DUI mini-grant funds are specifically for the purpose of
conducting Sobriety Checkpoint Operations during these national crackdown enforcement
periods.
The San Bernardino Police Department has participated in several of these mini-grant programs
targeting drunk driving in recent years (Council Actions: 2003-260, 2004-287 are the most
recent). These mini-grants have been an effective tool used by the department in funding these
checkpoint programs during these enforcement periods. Checkpoints have proven successful in
both educating the public about the dangers of drunk driving as well as providing the additional
enforcement efforts directed toward this crime.
After conducting an evaluation of available resources and developing a deployment strategy
during these periods we will request funding to conduct (4) four checkpoint operations during
these mobilization periods (2-Christmas / 2-Labor Day). Overtime funding will include 2
supervisor positions, 10 officers and 2 clerical positions for a cost of $6,365.08 per checkpoint
totaling $25,460.32. There is no matching fund requirement on the part of the city.
FINANCIAL IMPACT
There is no financial impact on the City's General Fund.
RECOMMENDATION

SECTION I:
The Mayor and Common Council of the City of San Bernardino
hereby ratify submittal of a grant application to the State of California Office of Traffic Safety
Mini Grant in the amount of $25,460.32. The grant is for overtime and reporting costs related
to increased enforcement during the "You Drink & Drive, You Lose" Campaign. Expenditures
will be in accordance with the Office of Traffic Safety Detailed Budget Estimate form (OTS-
38E), contained in the Office of Traffic Safety Grant Agreement.
