Synopsis of Previous Council Action
1-17-06 Grants Ad Hoc Committee approved the Request for Council Action for the
Selective Traffic Enforcement Program(STEP) Grant to be submitted to the full
council.
1-23-06 Resolution 2006-26 was passed by the full council authorizing the police department
to submit a Selective Traffic Enforcement Program (STEP) Grant application to the
California Office of Traffic Safety.
6-20-06 Grant Ad Hoc Committee updated regarding the additional equipment awarded
under the STEP grant to include the fifth motorcycle purchase.
Recommended Motion:
Adopt resolution.

SUBJECT
Resolution of the City of San Bernardino authorizing the execution of a purchase order to
Chaparral Motorsports for the purchase of nine 2005 Honda ST1300P police motorcycles to be
utilized by the Police Department.
BACKGROUND
The Police Department currently utilizes a combination of Honda ST1300P and Kawasaki
KZ1000 motorcycles for traffic enforcement throughout the city. The Honda model motorcycle
was introduced to the police fleet earlier this year and is serving the needs of the traffic unit well.
The older Kawasaki's still in service are aging and the model has been discontinued by
Kawasaki; this has caused the department to transition to the newer model Honda ST1300P.
The department was recently awarded a grant from the California Office of Traffic Safety; this
grant will provide funding for five new Honda motorcycles to be utilized by the additional staff
funded by the grant. These five motorcycles being funded by the grant will be an addition to the
existing police motorcycle fleet.
The other four motorcycles will be replacements for older Kawasaki's in the traffic fleet. The
Kawasaki's being replaced have exceeded or are quickly approaching the mileage limits placed
on the bikes. Kawasaki recommends that the KZ1000 model be replaced at 50,000 miles. These
older models have also become an economic burden and because they have been discontinued
specific parts are no longer available; therefore, they will be placed in surplus for auction. They
are:

#1004 2002 Kawasaki 28,500 miles (totaled in a recent collision)
#1006 2000 Kawasaki 45,961 miles
A price quote was obtained from Chaparral Motorsports for a 2005 Honda ST1300P motorcycle
in the amount of $15,213.22 each (There is not a 2006 model year available). Chaparral
Motorsports is a reputable dealer located in the City of San Bernardino, this price is believed to
be very competitive, and the department is confident in their ability to perform in delivering the
motorcycles in a timely manner so as to comply with deadline dates to start the OTS grant. For
these reasons we are requesting that Chaparral Motorsports be utilized as a negotiated purchase
vendor in this purchase, which is allowed under Municipal Code Section 3.04.010.B.3.
This price quote does not include the paint work required to detail the motorcycle to the police
department standards. Bionic Auto Body, a provider of bodywork to the city and department has
estimated that they will be able to perform the paint work on each motorcycle for approximately
$900.00 per bike. The OTS grant will pay for this service on the motorcycles purchased under
that grant (123-795-5505). Account No. 635-341-5173 (Fleet Account) has been identified as a
funding source for painting the other four motorcycles.
FINANCIAL IMPACT
Funds for the five (5) motorcycles being purchased under the OTS STEP grant are available in
Account No. 123-795-5701 (Grant Reimbursed)
Funds for the four (4) motorcycles are available in the FY 06/07 Account No. 635-341-5701,
Motor Vehicles. Funding for the paint work required on the motorcycles will be available in the
FY 06/07 Account No. 635-341-5173.
RECOMMENDATION

5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:

7 SECTION 1: That Chaparral Motorsports be utilized as soul source vendor for this

purchase of nine 2005 Honda ST1300P police motorcycles in the amount of $136,918.98.

Pursuant to this determination, the Purchasing Manager is hereby authorized to issue a purchase
10
11 order to Chaparral Motorsports in the amount of$136,918.98.
12 SECTION 2: The Purchase Order shall incorporate by reference this Resolution No.
13 2006- , and shall read: "Not to exceed $136,918.98."
14 SECTION 3: The authorization to execute the above referenced Purchase Order is
15 rescinded if not issued within sixty(60) says of the passage of this resolution.
