Staff Report
Subiect:
Resolution of the Mayor and Common Council of the City of San Bernardino naming the park to
be developed on Pine Street in the Verdemont Area, Norm Johnson Memorial Park, rescinding
Resolution No. 2003-193, and renaming that segment of State Street (from 270 feet north of
Highland A venue to the proposed southerly extension to Foothill Boulevard) University
Parkway.
Backl!:round:
In 2003 Council authorized the naming of a short portion of State Street, yet to be constructed, as
Norm Johnson Parkway. As you are aware, Norm Johnson was a lifelong resident of the City
and was the owner of Fourth Street Rock Crusher. He passed away in September of 2001. It is
proposed that the park to be developed on Pine Street in the Verdemont Area be named Norm
Johnson Memorial Park in honor of the late Norm Johnson. It is anticipated that this park will be
built in 2007. The family ofMr. Johnson has been consulted during this process and is pleased
to have the park named after their father I grandfather. A letter of support from Norm Johnson's
daughter has been included as Attachment "A".
As Interstate 210 nears completion, we are acutely aware that, as currently named, the
throughway has three names within the city limits - State Street, Norm Johnson Way and
University Parkway. It is not practical for visitors to our City, students trying to get to California
State University San Bernardino, or residents who traverse our City to try and navigate a street
with multiple names. In order to facilitate navigation and reliable directional assistance, the City
is proposing to modify the name of this segment of the throughway to make it consistent with the
existing segments. By repealing Resolution No. 2003-193 and naming that segment of the street
University Parkway, some ofthe potential confusion can be eliminated.
Financial Imnact:
Since this proposal is City-initiated, the $500 processing fee will not be collected.
Recommendation:
Close the public hearing, and adopt Resolution.

Dear Mayor Morris,
I am very excited to learn that the City is going to name a park after my father. I
understand that the proposed park is located in the Richmond American development
off of Campus Parkway. Parks are such wonderful assets for cities and they provide a
place for children and families to spend time in the outdoors. I think this is a very
appropriate memorial to Dad and I look forward to attending the park's formal opening
ceremony and taking a tour.
It is also my understanding that as the park is being named, the name University
Parkway will be applied to the portion of the street that was to have my father's name.
think that this creates continuity for residents and visitors to our. State University. I
whole-heartedly support this change and very much appreciate your persistence in
finding an equitable solution that both benefits the City and honors Dad.
Thank you for devoting so much time and effort to finding the best possible memorial for
my father - a devoted leader of the City of San Bernardino. .

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BE&"iARDINO AS FOLLOWS:
SECTION I. That the park to be developed on Pine Street in the Verdemont Area be
named Xorm Johnson Memorial Park.
SECTION 2. That Resolution 2003-193 is hereby rescinded, and that the portion of
State Street within .the City limits of San Bernardino between a point 270 feet north of
Highland A venue to its proposed southerly extension to Foothill Boulevard, is hereby renamed
to University Parkway.
SECTION 3.
That this Resolution shall have no effect until a certified copy is
recorded with the County Recorder of San Bernardino County.
