Synopsis of Previous Council Action:
August 2005 The Mayor and Common Council approved FY 2005-06 CIP Budget.
Aug. I, 2005 Adopted Resolution No. 2005-270 approving Agreement with Frank and Irene Cortez for street and
property improvements at 3008 Broadmoor Boulevard.
May 2, 2006 Authorized the Director of Finance to amend the FY 05/06 CIP Budget by transferring $33,500.00
from Account No. 129-367-5504-7381 "SS04-48 Rancho Avenue Median Construction" to Account
No. 129-367-5504-7202 "SS-B Accessibility Improvements at Various Locations (Annual)" and
adopted Resolution awarding construction contract to J.D.C., Inc.

Subject:
Authorization for the Director of Development Services to execute Contract Change Order No. One to a contract
with 1.D.C., Inc. for Construction of Sidewalk at Medical Center Drive from 19th Street to Highland Avenue,
Phase VIII - 2005/06 (SS-B), per Plan No. 11684 and Project No. SS05-04 "Broadmoor Boulevard/30th
Street/Waterman Avenue Safety Sidewalk."
Background:
On August 15, 2005, the Mayor and Common Council allocated funds, as part of the FY 2005/06 Capital
Improvement Program (CIP), for the Construction of Sidewalk on Medical Center Drive from 19th Street to
Highland Avenue, Phase VIII - 2005/06, (SS-B).
On May 15, 2006, the Mayor and Common Council approved the Resolution to award contract to J.D.C., Inc.
for the "Construction of Sidewalk on Medical Center Drive, from 19th Street to Highland A venue, Phase VIII -
2005/2006 (SS-B)," per Plan No. 11684.
After award of the above-referenqed project, the need for sidewalk and accessibility improvements were
identified at 30th Street and Waterman Avenue. 1.D.C., Inc. has performed excellent work on the sidewalk and
ADA improvements along Medical Center Drive from 19th Street to Highland Avenue.
In the interest of pedestrian safety and efficiency, it is proposed that Change Order No. One in the amount of
$29,650 be issued to this contractor to perform additional work at 30th Street and Waterman A venue. Currently,
the 210 Freeway westbound exit ramp for Waterman Avenue adds heavy westbound traffic flow on 30th Street.
The north curb lane of 30th Street east of Waterman Avenue is dedicated to right turns and a significant volume
of traffic turns right onto Watennan Avenue northbound. There is no accessible path of travel along the south
side of 30th Street.
On the north side of the Waterman Avenue and 30th Street intersection, an east-west crosswalk exists; however,
pedestrian traffic on the north side of 30th Street is required to travel in the right turn lane of traffic between
Broadmoor Boulevard and Waterman Avenue. Approval of this change order will allow the City to
immediately proceed with the accessibility improvements at 30th Street and Waterman Avenue and quickly
eliminate this undesirable condition. As an alternative, staff could bid the work separately, however, that would
add to the cost and delay the installation of the accessibility improvements by approximately 4 months.
The work involved is described in the attached Change Order No. One and includes installation of ADA
improvements and continuation of sidewalk to complete a path of travel on the north side of 30th Street from
Broadmoor Boulevard to Waterman Avenue. A decorative block wall was installed several months ago using
EDA funding. The accessibility improvements are required to be completed by the City as part of an Agreement
with the property owner, Frank Cortez. In exchange for construction of the wall and removal of the driveway
from Waterman Avenue by the City, Mr. Cortez will construct a new garage and driveway orientated to
Broadmoor Boulevard and receive reimbursement from the City up to a maximum amount of $48,200.
Financial Impact:
SMficient funds are available in Account No. 126-369-5504-7503 "SS05-04 Broadmoor Boulevard/30th
Street/Waterman Ave. Safety Sidewalk, ADA & Wall" to cover the cost of this change order.
