STAFF REPORT
Subject:
Reject all bids for the Installation of Park Improvements at Meadowbrook Park, Northwest Comer of 2nd Street
and Sierra Way (PR06-04), per Project Plan No. 11490.
Background:
On September 7, 2004, the Mayor and Common Council allocated, as part of the FY 2004/5 Capital
Improvement Program (CIP), $80,000.00 in Proposition 40 per Capita Fund for Meadowbrook Park and
Nicholson Park concrete sidewalks.
This project was proposed to consist of the following:
I. Removing existing turf.
2. Constructing new concrete sidewalk.
3. Repair of damaged turf disturbed by contractor's operations.
The plans and specifications for this project have been completed and the project was opened to public bidding
on March 28, 2006. The project was advertised locally in the San Bernardino County Sun Newspaper, F. W.
Dodge, High Desert Plan Room, Construction Bid Board, Reed Construction Data and Bid America,
Construction Bid Source, Bid Ocean, the City's web sites, and the San Bernardino Area Chamber of Commerce.
Bids have been received and are listed below:

Subsequent to receipt of bids, staff became aware of a plan for re-use of the site that may require removal of the
Improvements, which would be constructed as part of this project. Therefore, staff is recommending that all
bids be rejected and the bid bonds be returned to all bidders.
The project may be re-bid at some future date, depending on the outcome of plans currently under consideration.
Financial Impact:
No funding for this project was included in the FY 2006-07 CIP. If the project is to be done at some future date,
funding will be restored in the CIP for that year.
Recommendation:

and Sierra Way (PR06-04), per Project Plan No. 11490.
