HomeMy WebLinkAbout2006-289(Measure Z) I RESOLUTION NO. 2006-289 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO APPROPRIATING ANY PROCEEDS OF A GENERAL 3 TRANSACTIONS AND USE TAX 4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY 5 OF SAN BERNARDINO AS FOLLOWS: 6 WHEREAS, at the November 7, 2006 special municipal election, the electorate will consider 7 the approval of a general transactions and use tax, and 8 WHEREAS, if the electorate approves this tax, the City of San Bernardino ("City") may 9 receive proceeds of the tax during Fiscal Year 2006-07, and 10 WHEREAS, by prior action, the Mayor and Common Council approved a budget for Fiscal 11 Year 2006-07, and 12 WHEREAS, the Mayor and Common Council have declared a public safety emergency in 13 the City, and the most pressing needs of the City at this time are the recruiting, training, and 14 compensation and benefits of twenty-six (26) additional police officers, additional non-sworn staff IS in the Police Department, and crime prevention programs, including anti-gang and drug-resistance 16 education programs, and supervised after-school and other youth programs; 17 WHEREAS, the Mayor and Common Council shall review and determine the use of 18 proceeds from the transactions and use tax with the adoption of a budget for Fiscal Year 2007-08 and 19 future fiscal years during the operative period of the tax, and 20 WHEREAS, the Mayor and Common Council desire to appropriate any proceeds from the 21 transactions and use tax received during Fiscal Year 2006-07, as the budget did not anticipate those 22 proceeds. 23 SECTION 1. The Mayor and Common Council find and determine that each of the findings 24 set forth above is true and correct. 25 SECTION 2. Five (5) additional police officer (P-l) positions for the Patrol Beat Plan - salary, benefits, and equipment . One (1) additional police sergeant position for field supervision- salary and benefits . Seven (7) day per week police helicopter service for 8 months (November - June) . Overtime for new positions included in the FY 06-07 budget and the additional six (6) positions funded by the general tax, and saturation patrols in identified at-risk corridors . Three (3) fully-equipped marked police vehicles for the new officers . One (1) fully-equipped marked sergeant's vehicle . Increased police officer hiring incentives to accelerate filling of new positions . Enhanced recruitment, including additional funding for advertising, recruitment outreach, job fairs, and candidate testing/investigations .
