Subject:
Authorization to implement a Residential Parking Permit Program on residential streets located
west of Waterman A venue and south of Parkdale Drive in the vicinity of Golden Valley Middle
School.
Background:
The City has received numerous complaints relative to on-street parking from the residents of
the neighborhood that is generally located west of Waterman Avenue and south of Parkdale
Drive. This neighborhood is located near Golden Valley Middle School and is entirely
residential. Throughout the year, but especially during the summer, Golden Valley Middle
School's grounds are used for various sporting activities. As a result of these activities,
visitors to the school park in front of the homes in this area creating various concerns for the
residents including parked vehicles blocking driveways and littering problems. Apparently,
there have been confrontations between residents and motorists that park in front of the homes.
To resolve this undesirable situation, staff recommended the implementation of a "Residential
Parking Permit" program on these streets. The program basically entails implementing a "No
Parking" zone where residents displaying a permit/placard would be exempt from the parking
prohibition. Up to four permits per residence can be issued by the City. However, in order
for this type of program to be successful, an overwhelming amount of support is needed from
the affected residents.
A petition requesting a "Residential Parking Permit" program was prepared by staff and
circulated by a resident of this area. The petition was circulated to all the residents of the
neighborhood generally located between 36th Street, Parkdale Drive, Waterman Avenue, and
Sepulveda A venue.
As a whole, this neighborhood does not generally support the residential parking permit
program. The petition was presented to the residents of ninety-eight (98) properties and only
thirty-nine (39) supported the program (approximately 40%). However, the residents that do
support the program are concentrated on the following road segments:
. Leroy Street (west side) - between 36th Street and Parkdale Drive
. Parkdale Drive (south side) - between 160 feet west of Sepulveda Avenue and Leroy
Street
. Sepulveda Avenue (west side) - between Parkdale Drive and 330 feet south of Parkdale
Drive
. Sepulveda Avenue (east side) - between Parkdale Drive and 450 feet south of Parkdale
Drive
. Wall Street (west side) - between Parkdale Drive and 215 feet south of Parkdale Drive

One hundred (100%) percent of the residents within these areas agree to the implementation of
the residential parking permit program. Additionally, the residents of these areas comprise
twenty-eight (28) of the thirty-nine (39) residents that are in favor of the residential parking
permit program in this neighborhood.
In view of the support demonstrated for the proposed "Residential Parking Permit" program
within the recommended area, staff recommends that the attached Resolution be approved
authorizing the implementation of a "Residential Parking Permit" program on the above-
referenced street segments.
Financial Impact:
The estimated cost of $ 2,000 for installing the "No Parking" signs will come from Account No.
001-402-5111 (Street Maintenance).
Recommendation:
Adopt Resolution.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION I: For the purpose of establishing a Residential Parking Permit
Program pursuant to San Bernardino Municipal Code Section 19.16.180, on residential streets
10 located west of Waterman Avenue and south of Park dale Drive in the vicinity of Golden Valley
11 Middle School, Resolution No. 3985, which prohibits parking upon certain designated streets or
