STAFF REPORT
Subiect:
Authorization to establish the following parking restrictions on the north side of 46'" Street
between Sierra Way and Sepulveda Avenue: 2-hour parking limitation from 9:00 a.m. through
6:00 p.m. and "No Parking from 10:00 p.m. through 6:00 a.m."
Background:
The Traffic Engineering Section of the Development Services Department received a petition
from the residents of the Sierra Del Norte Apartment Complex. The residents of this complex
are requesting that parking restrictions be implemented on 46th Street in front of their complex.
Their complex is located on the north side of 46'" Street between Sierra Way and Sepulveda
A venue. The only other property located within this section of 46th Street is a convenience
market.
The residents are making this request in order to resolve several concerns including: long term
parking by other area residents, littering and people working on their cars. Furthermore, the
residents claim that as a result of the long term parking, visitors to their complex have no place
to park and the sweeper is unable to properly clean the street.
Traffic Engineering Staff evaluated the complaints and confirmed the residents concerns. To
help resolve this situation, staff is proposing to implement the following restrictions:
. Limit parking to two hours between 9:00 a.m. and 6:00 p.m.
. Prohibit parking overnight from 10:00 p.m. through 6:00 a.m.
It is further recommended that the above restrictions apply everyday of the week.

The petitioners concur with the above recommendations. Additionally, the owner/manager of
the convenience store, located within this area, was contacted relative to this request and the
recommendations of staff. He concurred with the residents' concerns and welcomed the idea
of parking restrictions within this area. The manager of the property where the petitioner's
reside also contacted Staff. He also expressed his support for the residents' request.
Financial Impact:
The estimated cost of $ 600.00 for installing the new "Parking" signs will come from Account
No. 001-187-5111 (Signing and Striping Materials)
Recommendation:
Adopt Resolutions.

E IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
ERNARDINO AS FOLLOWS:
SECTION 1: Resolution No. 3985, which prohibits parking upon certain
8 esignated streets or portions thereof, Section One, is amended by adding Subsection (l3A.5)
ORTY-SIXTH STREET, to read as follows:
"(13A.5) FORTY-SIXTH STREET
(A) North side, between Sierra Way and Sepulveda Avenue, applicable only
between the hours of 10:00 p.m. and 6:00 a.m."
