Subject:
Authorization to establish a 35 m.p.h. speed limit on Mountain Avenue between Lynwood
Drive and 39"' Street.
Backwound:
The Traffic Engineering section of the Development Services Department received a request from a
citizen, via the City Attorney's Office, to install speed limit signs within the referenced section of
Mountain A venue. The requestor is concerned over the speeding that is taking place within this area.
However, speed limit signs should not be installed unless a speed limit is legally established.
Consequently, staff conducted an evaluation of this section of Mountain Avenue in order to establish
a speed zone.
The following are the results of the evaluation:
Mountain Avenue is classified as a Collector in the City's General Plan. Sections of this road
segment are within the jurisdiction of the County of San Bernardino. Del Rosa Elementary School is
located within this area. There is approximately one mile in length between Lynwood Drive and 39th
Street. The width of the street generally varies from forty (40) to forty-eight (48) feet.
Approximately 4,000 vehicles travel through this section of Mountain Avenue on a 24-hour period.
Three speed surveys were conducted within this area. The following is the result of the surveys:

* NOTE: Critical speed is the speed at or below which 85 percent of the traffic is moving. Based
on the State Traffic Manual, it is one of the most important components in determining an
appropriate speed limit for a particular section of a road. Pace speed is the ten mile increment of
speed containing the largest number of vehicles in a survey.
The average of the critical speeds (40 m.p.h.) suggests that a 40 m.p.h. speed limit is appropriate for
this area. However, staff feels that due to the residential nature of the road and the fact that an
elementary school is located within this area, a 40 m.p.h. speed limit would be excessive.
Consequently, staff recommends that a 35 m.p.h. speed limit be posted within this area. This would
be consistent with the 35 m.p.h. speed limit already in place on Mountain A venue between 39th Street
and 40th Street.
Staff recommends the establishment of a thirty-five (35) m.p.h. speed limit on Mountain Avenue
between Lynwood Drive and 39th Street. As stated above, sections of this road segment are located
within the jurisdiction of the County of San Bernardino. County Staff concurs with the City's
recommendation and is in the process of obtaining approval from the Board of Supervisors to
establish a 35 m.p.h. speed limit.

The estimated cost of $ 800.00 for installing the new speed limit signs will come from Account No.

ORDINANCE OF THE CITY OF S INO MENDING CHAPTER
10.52 OF THE SAN BERNARDINO UN CIPAL CODE TO ESTABLISH A
THIRTY-FIVE MILE PER HOUR SPEED LIMIT ON MOUNTAIN AVENUE
BETWEEN LYNWOOD DRIVE AND THIRTY-NINTH STREET.
THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
DO ORDAIN AS FOLLOWS:
SECTION 1: Section 10.52.030 of the San Bernardino Municipal Code is
amended to add the following street to those currently listed in Section 10.52.020:
.. 10.52.020 THIRTY.FIVE MILES PER HOUR
In accordance with and pursuant to the authority of Sections 22357,
22358, and 22360, of the California Vehicle Code, the Mayor and Common Council do
hereby determine and declare upon the basis of an engineering and traffic survey that a
prima facie speed limit of thirty-five miles per hour shall be established upon the
following streets or portions thereof in the City:
MOUNTAIN A VENUE: Between Lynwood Drive and Thirty-ninth Street."
