Description) CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Authorization for the Director of Development Services to Execute Change Order No. 4 to contract with Solpac, Inc. d.b.a. Soltek Pacific for the San Bernardino Historic Santa Fe Depot Renovation and Restoration project per Plan No. 10446. Backaround: Bids were received for the San Bernardino Historic Santa Fe Depot Renovation and Restoration project, per Plan No. 10446, and a contract for the work was awarded to Solpac, Inc. d.b.a. Soltek Pacific on September 9, 2002. Construction work on the project is slightly behind schedule due to unanticipated delay for asbestos abatement. The project is about 50% completed. Change Order No. One in the amount of $41,373 was approved by the Mayor and Common Council on April 7, 2003, and consisted of various items of work primarily involving asbestos abatement, which was unknown at the time of bidding. Change Order No. Two in the amount of $658,194 was approved by the Mayor and Common Council on April 7, 2003, and consisted of various items of work primarily involving asbestos abatement, which was unknown at the time of bidding. Change Order No. Three in the amount of $350,500 was approved by the Mayor and Common Council on July 7, 2003, and consisted of improvements to the crew quarters for Metrolink under terms of an Agreement with Southern California Regional Rail Authority (SCRRA) in which SCRRA agreed to reimburse 100% of the cost of the change order. This Change Order No. Four in the credit amount of $149.13 will adjust the cost of the contract for various items of work as described in detail in the attached copy of the change order. Construction work on the project is expected to be completed by the end of March of 2004. Financial Impact: This change order will result in a net decrease to the contract of $149.13. Therefore, there will be no financial impact. Recommendation: Authorize the Director of Development Services to execute Change Order No. Four for a net decrease of $149.13 to contract with Solpac, Inc., d.b.a. Soltek Pacific for the San Bernardino Historic Santa Fe Depot Renovation and Restoration project per Plan No. 10446. These conduits will provide additional capacity between the mechanical enclosure and the main building thereby eliminating the necessity of removing or trenching the existing parking lot in the future. Item #2 The primary utility tunnel located along the southern perimeter of the main building had deteriorated to such an extent as to preclude its usage for its intended purposes. This additional work to repair the roof area of the tunnel allows placement of electrical and other utilities within the space. Item #3 Demolition of non-historic plaster walls separation between men's and women's restrooms to allow for placement of new plumbing fixtures. Item #4 The deterioration of some of the beam supports at previously unreachable locations requires fabrication of new supports. It was previously thought that these supports would be in a usable condition. Item #5 Additional wood blocking supports were added to roof sections in order to properly secure mechanical units from roof areas. Previously this support was accomplished through the use of steel supports that were eliminated and a credit of over eighty-thousand dollars was taken (see previously approved CCO#2). Item #6 As field conditions necessitate removals beyond those indicated within the plan documents, it was necessary to remove certain areas to expose questionable structural pieces to determine extent if any of repairs. Item #7 Existing steel purlins within the roof structure were not secured in place. This created a safety hazard as well as structural hazard for the building. Therefore, it was necessary to attach these members in place. Item #8 Deterioration, primarily from water intrusion of the preceding two years had caused tile to delaminate at these columns. This tile is historic fabric located within one of the most architectural rich areas of the project. Preservation of this tile is one of the key architectural elements of the project. Moreover, replication of this tile would be extremely expensive. The tile in these areas is of major historic value. Changes in mechanical expectations have increased the amount of heating, ventilation, and air-conditioning capacities required for the building. These changes will a\1ow the building cooling and heating capacity to match existing building standards. A previously hidden wall was discovered behind the existing high wa\1 above the main lobby area. In order to provide necessary wa\1 strength it was necessary to remove an existing ho\1ow wa\1 and replace with a structural wa\1. Reviews of plans indicate that deletion of certain plumbing provisions will increase overa\1 flexibility and decrease costs of the project. Deleting interior paint in areas not currently scheduled for occupancy upon completion of the project will avoid unnecessary costs and allow for custom selection of tenant improvements. Insulation of wa\1s within unused areas is not required and may reduce associated costs of future removal, if required, by prospective tenant improvements. Deletion of plaster and drywa\1 within unoccupied areas will future tenant improvement costs, allows additional options, and eliminates unnecessary expenses. Elimination of projector screens allows for competitive bidding process in selection of visual aids contained within the Project. Removal of folding partition provides the City with additional creativity in the formulation of banquet space. Original plans call for inclusion of bird protection at areas where birds will not be able to congregate. By removing this item, the City will be able to insta\1 protection where it is warranted. In order to increase adaptability of space for future use, reduce future construction costs and eliminate current unnecessary expenses for construction, the ceiling was deleted in unoccupied portions of the Depot. Changed from ceramic tile to vinyl sheet goods within non-public bathrooms located on the west end of the building. Item #22 Review of the original site drawings and photographs indicate the necessity of reductions in some of the landscaping elements to more closely approximate the buildings historical beginnings.
