On July 17, 2006 the Personnel Committee recommended this item for approval by Mayor and Council. Recommended Motion: Authorize the Human Resources Department to update Resolution(s) 6413 and 97-244 as indicated in the staff report. CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subiect: Update the salary/position Resolutions to include the positions approved in the fiscal year 2006- 07 budget. Backl!round: On June 29, 2006 the Mayor and Common Council approved the adoption of the 2006-2007 budget. Incorporated into the budget were several recommendations to program enhancements including the addition ofpersonnel. The proposed salary ranges for each position was not outlined in the budget and the Human Resources Department is recommending the following be established: Code Compliance . Establish the position of Deputy Director of Code Compliance, Range 4604, $9,028-$10,974. . Parks & Recreation . Add one (I) Community Center Manager, Range 2403, $3,313-$4,027. This position is part of the Operation Phoenix project and will be funded by EDA using Neighborhood Initiative Program (NIP) funds received from the County. Financial Impact: Annual salary and benefits of$138,400 were included and approved in the FY 2006-07 budget for the Deputy Director of Code Compliance position. The Community Center Manager position, approximately $55,000, will be funded by EDA, at no net cost to the General Fund. Recommendation: Authorize the Human Resources Department to update Resolution(s) 6413 and 97-244 to include the adopted 2006-07 budget changes. Specifications are &l! intended to reflect all duties performed within the job. SUMMARY DESCRIPTION Under administrative direction from the Code Compliance Director, develops, organizes, manages, and directs the activities and operations of the Code Compliance Department and assists the department director in managing, supervising, and coordinating the activities and operations of the Department; performs a variety of complex and responsible professional Code Compliance work; advises, assists and administers policies established by the Mayor and the Common Council on matters concerning the orderly growth of the City; coordinates assigned activities with other City departments and outside agencies; provides complex administrative support to the Director; acts in the absence of the Director; and performs related duties as required. Supervision is exercised over professional staff as assigned. REPRESENTATIVE DUTIES The folloWing duties are typical for positions in this classification. Any single position may not perform all of these duties and/or may perform similar related duties not listed here: I. Provides courteous and expeditious customer service to the general public and City department staffs. 2. Assumes management responsibility for assigned services and activities, and holds a highly visible public position. 3. Participates in the development and implementation of department goals, objectives, policies and procedures; recommends and implements resulting policies and procedures. 4. Directs, oversees and participates in the development of the department work plan; assigns work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures; coordinates work plan and problem solving sessions with development- related departments and outside agencies. Develops, organizes and directs work and personnel relative to all phases of the code compliance regulations; develops and reviews staff reports related to code compliance; acts as staff advisor to Mayor and Common Council, and other City departments. Confers with outside agencies, and the general public in resolving difficult and sensitive citizen inquiries and complaints. Prepares various reports for the Director of Code Compliance; oversees the development and presentation of annual reports on cost effectiveness of various programs. Prepares complex written materials such as amendments to the City's Municipal Code requiring in- depth analysis and understanding of complex regulations and the structure of other governmental agencies; researches and advises on regulations. Reviews and prepares legal documents such as warrants, citation, and hearings. Participates in the selection, training, motivation and evaluation of Code Compliance personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures. Serves as staff on a variety of boards, commissions and committees; prepares and presents staff reports and other necessary correspondence. 13. Provides responsible staff assistance to the Director of Code Compliance. 14. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of Code Compliance. 15. Routinely adheres to and maintains a positive attitude towards City and department goals. 16. Performs related duties and responsibilities as required. Understand legal implementation of code compliance actions and processes and provide oversight and direction to staff on these matters. e e e CITY OF SAN BERNARDINO Deputy Director Code Compliance (Continued) Minimum Qualifications Bachelor's degree with two (2) years of work in work with municiapl codes and supervisory level experience. An advanced degree may be substituted for one (I) year of the required non-supervisory expenence. License or Certificate: Possession of a valid Class "C" California Driver's License is required. For out-of-state applicants, a valid driver's license is required. A valid Class "C" California Driver's License must be obtained within ten (10) days of appointment (CA Vehicle Code l2405c). SUMMARY DESCRIPTION Under general supervision, plans, organizes, supervises and implements public recreation, cultural and social programs involving the operation and management of a community center. or city facility with specialized recreation, social, and cultural programs; and, performs related work as required. ORGANIZATIONAL RELATIONSHIPS The class of Community Center Manager II is a working supervisory level in the Parks, Recreation and Community Services Department. Supervision is received from a Recreation Supervisor or Senior Recreation Supervisor. Supervision is exercised over a staff of permanent/part-time personnel and volunteers who staff city programs and facilities. REPRESENTATIVE DUTIES The following duties are typical for positions in this classification. Any single position moy not perform all of these duties and/or may perform similar related duties not listed here: I . Provides courteous and expeditious customer service to the general public and City department staffs. 2. Plans, organizes and implements diverse recreational, social, and cultural programs for various age and special interest groups in a community center including, but not limited to the following programs: State funded grant programs, aquatics, youth sports, summer youth training, food distribution and disaster shelter. 3. Participates in the development and implementation of goals, objectives, policies and priorities; recommends and implement resulting policies and procedures. 4. Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements. 5. Selects, trains, motivates and evaluates full time, part time, seasonal and volunteer personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures. 6. Collects, counts, receives, and transmits cash and fees collected for assigned recreation and community center programs. 7. Serves as contact and resource for community agencies and other organizations concerned with the facility; prepares and reviews promotional materials, correspondence, manuals and reports, coordinates scheduling of facilities and services for assigned programs; evaluates theater or center facilities and equipment; initiates requisitions for supplies and equipment. 8. Attends and participates in professional group meetings; maintains awareness of new trends and innovations in the field of community center management. 9. Participates in the development and administration of assigned program budget; forecasts funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; recommends adjustments as necessary. 10.
