On July 17, 2006 the Personnel Committee recommended this item for approval by
Mayor and Council.
Recommended Motion:
1. Increase the salary for the Security Guard from $9.00-$10.94 to $12.00 per hour.
2. Reclassify one (1) Electrical and HVAC Mechanic, Range 1414, $3,500-$4,254 to
Electrical HVAC Supervisor, Range 2436, $3,906-$4,747.

Subiect:
Reclassify one (I) position of Electrical and HV AC Mechanic to Electrical & HV AC Supervisor
and provide a salary adjustment for the position of Security Guard in the Facilities Management
Department.
Backl!round:
Electrical and HV AC Suoervisor
The Building Maintenance Division of Facilities Management is responsible for the maintenance
of 152 facilities totaling over 1.2 million square feet of space throughout the City. A few of the
facilities include Fire stations, Police stations, Community Centers, Animal Control, Libraries,
and City Hall.
Staffreceives over fifty inquires daily for service, monitors multiple contractors at various
locations, and must respond to emergency issues as they arise. Currently field supervision of all
the skilled trades is the sole responsibility of the Facilities Maintenance Supervisor. Establishing
a supervisory position to oversee the HV AC and electrical trades will assist in expediting
services to all sites, as well as assist in resolving technical problems in the field and providing
direction. Currently, the supervisor is called in to handle the technical problems that arise with
the computer operated air conditioning systems and controls, heating systems, and ventilation
systems. The new Electrical and HV AC Supervisor will be responsible for providing service for
these types of requests allowing the current Facilities Maintenance Supervisor to concentrate on
installation, maintenance and repair of City facilities.
The division currently has two HV AC Mechanics. One employee has the technical training and
problem solving abilities and will be reclassified to the Electrical and HV AC Supervisor
position. This position is crucial to the overall operation of the division.
Securitv Guard
The position of Security Guard is responsible for securing public buildings each evening and
monitoring for incidents. Recently the positions of Custodial Aide and Extra Relief Heavy
Laborer received salary increases that placed their positions in a higher pay scale then the
Security Guard position. The Human Resources Department reviewed the job responsibilities
and determined that the position of the Security Guard should receive a pay increase to better
represent the job market and provide a means to address the inequity in the department.
Based on this information it is recommended that the position of Security Guard be increased to
a flat rate of$12.00 per hour.

Additional cost for the reclassification for FY 2006-07 is $3,171. The salary adjustment for the
Security Guard positions is estimated at $6,500 annually. The total cost is approximately $9,700
and will be absorbed by the department through salary savings.
Recommendation:
I. Increase the salary for the Security Guard from $9.00-$10.94 to $12.00 per hour.
2. Reclassify one (I) position of Electrical and HV AC Mechanic, Range 1414, $3,500-$4,254
to Electrical HV AC Supervisor, Range 2436, $3,906-$4,747.
3. Authorize the Human Resources Department to update Resolutions 6413 and 97-244.

ELECTRICAL AND HV AC SUPERVISOR
JOB DESCRIPTION
Under general supervision, supervises and participates in the installation, maintenance and repair of electrical service,
air conditioning, heating, refrigeration and ventilation systems; and performs related work as required.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general public and City department staffs.
Supervises and participates in skilled maintenance and repair of electrical service, air conditioning, refrigeration,
heating and ventilation systems; maintains records of parts and materials used; estimates and orders materials and
equipment.
Reads blueprints and layout plans for installation repair and modification work; contacts vendors and manufacturers in
the resolution of difficult repair problems.
Evaluates and trains subordinate personnel; reviews and maintains employee labor records; inspects work in progress
and upon completion.
Establishes a preventive maintenance program for electrical systems, air conditioning, refrigeration and heating
equipment; works closely with other maintenance and trades personnel to determine and coordinate repair and
modification needs; prepares and maintains records, correspondence and reports.
Routinely adheres to and maintains a positive attitude towards City and Department goals; and performs related work
as required.
MINIMUM OUALlFICA TIONS
Graduation from high school or G.E.D. equivalent; and 3 years of journey-level experience in electrical, heating and
air conditioning system installation, maintenance and repair, with I year in a supervisory capacity; or 2 years of
experience at or equivalent to the level of Heating and Air Conditioning Mechanic.
Possession of a valid Class "C" California Driver's License is required.
GENERAL OUALlFICATIONS
Knowledge of:
Appropriate safety precautions and procedures;
Applicable codes and regulations;
Basic principles of supervision and training;
Shop mathematics applicable to the air conditioning and heating installation, maintenance and repair trade;
Repair, replacement, and regulation of air processing equipment;
Blueprints, layout plans and designs;
Accepted work inspection practices;

Methods, materials, tools and equipment related to the installation, maintenance and repair of electrical
service, air conditioning and heating systems, motorized doors, emergency generators and electrical
lighting and power systems.
Ability to:
See in the normal visual range with or without correction;
Hear in the normal audio range with or without correction;
Exhibit normal range of body motion;
Transport loads weighing up to 100 pounds;
Work indoors and out in a variety of environmental conditions including hot, cold or damp weather with
exposure to noises, vibrations, odors or dust;
Plan, layout, and perform skilled electrical, heating, air conditioning and other assigned functions, including
estimating labor and material costs;
Regulate and control ventilation, refrigeration and air conditioning systems and equipment;
Work from diagrams, blueprints, plans and specifications;
Perform shop math;
Operate power and hand tools and equipment used in electrical, air conditioning and heating and related
activities;
Instruct employees in proper safety precautions;
Read, understand, interpret and explain technical manuals, lubricating charts and the advantages of preventive
maintenance related to air conditioning and heating work;
Diagnose and repair or contract for repair of low pressure boilers;
Read and work from manufacturers' drawings and specifications;
Work without direct supervision and use considerable initiative and judgement in the performance of assigned
tasks;
Coordinate and supervise crews engaged in various related work programs;
Assist in budget preparation;
Plan, organize and supervise the work of skilled Electricians I and II, Heating and Air Conditioning
Mechanics and Assistants;
Operate a vehicle observing legal and defensive driving practices;
Maintain time and material records;
Understand and carry out oral and written instructions;
Establish and maintain effective relationships with those contacted in the course of work.
ORGANIZATIONAL RELATIONSHIPS
The class of Electrical and HV AC Supervisor is the working
supervisorial level in the heating and air conditioning series. Supervision is received from a Building Maintenance
Supervisor. Supervision is exercised over Electrical and HV AC Mechanics and personnel on assigned proj.ects.

vendors and manufacturers on major problems involving air compressors, pumps
and boilers; maintains records and prepares routine reports.

sheet metal duct work; maintains ducting insulation; may supervise assigned
helpers.

MINIMUM QUALIFICATIONS
Graduation from high school or GED. equivalent; and 2 years of journey-level
experience in electrical, air conditioning and heating system installation,
maintenance and repair work or one year experience at or equivalent to the
level of Building Maintenance Mechanic in the City of San Bernardino.
Must be certified as a Universal Technician by an Environmental Protection
Agency (EPA) approved certifying organization and maintain certification
throughout the term of employment in this position.
