OFFICE OF THE CITY ATTORNEY
CITY OF SAN BERNARDINO
July 18, 2003
JAMES F. PENMAN
CITY ATTORNEY
Mr. Richard Lewis, President
San Bernardino City Professional Firefighters' Association
P. O. Box 2703
San Bernardino, CA 92406
Dear Mr. Lewis:
The purpose of this letter is to confirm our discussion at my meeting with the members of
the Executive Board of the San Bernardino City Professional Firefighters' Association,
yesterday. In consideration of the serious, detrimental financial impact the state budget
crises is visiting upon our city budget over the next two years, the Association was asked
to enter into discussions with the city for the purpose of establishing a time table to meet
the recommendations of the Fire Station Siting and Location Plan. Such discussions would
include consideration and negotiation of the elements of the Charter Amendment proposed
by the Association and submitted recently to the San Bernardino City Clerk. As part of
these discussions, it was requested that the San Bernardino City Professional Firefighters'
Association defer its plans to place such a Charter Amendment on the ballot for the next
two years, at a minimum.
At that meeting, you agreed to participate in such discussions should the Mayor approve
this proposal.
In conferring with MayorValles after yesterday's meeting, it was decided that the possibility
of entering into an MOU or similar contractual document will be presented as a Fire
Department employee bargaining unit negotiation issue at the City Council meeting on
Monday, July 21.
Sincerely, /)
