Approval of plans and design for the Verdemont Fire Station #232, and authorization for the
City Engineer to solicit bids for construction.
Backeround
In May of2000, the Mayor and Council adopted a resolution establishing Emergency Service
Delivery Management and Planning Standards for the Fire Department. The recommended
standards include a five-minute drive time from fire station locations to arrival of emergency
incidents. Using the five-minute drive time as a guide, a fire station siting plan was developed
and adopted as part of the planning standards. The siting plan includes a Fire Station in the
Verdemont area, specifically in the vicinity of the PalmlKendall intersection.
In 2001, a Fire Station Design Committee consisting of stafffrom Fire, Facilities Management,
and Development Services, was established to develop a Request for Proposal for the design
phase of the Verdemont Station. In early 2002, a contract for Fire Station Design Services was
awarded to WLC Architects Inc. The design calls for a 7900 square foot station with a two bay
garage. This station has been designed to meet the current and future needs of the fire
department in the Verdemont Area, giving them a base of operations to handle structure and
brush fires, as well as paramedic service. The new station will include a workout room for the
heath and safety of the firefighters, a library/study area for the paramedics stationed there, and a
facility that is of a contemporary/spanish design to blend in with the new housing developed and
proposed for the area.
The estimated cost of construction of the new station is $2,000,000, which includes a 10%
contingency. The State of California Infrastructure and Economic Development Bank provides
low rate infrastructure loans for up to twenty-five years. The current interest rate is 3%.
After plans and design are approved, the project will take six weeks to bid and will be brought
back to the Council in September to authorize the selection of a contractor. The construction
will take nine months and the station should be completed by June 2004.
Financial ImDact
In late May, the California Infrastructure and Economic Development Revolving Fund Program
approved the City's preliminary loan application to fund construction costs of the new station.
The City was then invited to submit a formal application. The final application is currently
being completed and will be brought to Council for approval along with the construction bid
award in September. Since the preliminary application has already been approved by CIEDB,
construction of the Fire Station may begin before the final application is reviewed by CIEDB.
In order to offset the costs to man this fire station, a proposal establishing a special tax district in
the Verdemont area will be brought forward during the month of August. The tax will only be
charged to new development and will cost $300 - $350 per year ($ .15 per square foot). The tax
will be based on square footage of the home and will increase approximately 3% per year for
inflation.
Recommendation:
That the plans and design for the Verdemont Fire Station #232 be approved, and that the
City Engineer be authorized to solicit bids for construction.
