STAFF REPORT Council Meeting Date of: July 7,2003 TO: Mayor and Common Council FROM: James Funk, Director of Development Services DATE: July 1, 2003 AGENDA ITEM: Initiation of a General Plan Amendment to change the land use district for 3008 Broadmoor Blvd., located at the Northeast corner of 30th Street and Waterman Avenue, from RS (Residential Suburban) to PP (Public Park) District. Owner: Secretary of Housing and Urban Development (HUD) APN: 0153-141-01 Currently at 3008 Broadmoor Boulevard is a vacant 1,385 square foot single family house originally built in 1951. It is located on a .22 acre parcel (about 9,583 square feet). This house exists with unsafe driveways within ten feet of the intersection on both 30th Street and Waterman Avenue. This intersection is controlled by traffic signals. During the five year period between 1997 and 2001, 41 accidents were reported occurring within the intersection at 30th Street and Waterman Avenue, with five additional accidents occurring just east on 30th Street and five more accidents occurring just north on Waterman Avenue. With its proximity to on and off ramps to State Highway 30 and given that Waterman Avenue is designated as State Highway 18, both 30th Street and Waterman Avenue are major arterials with high volumes of traffic at this intersection. Anwar Wagdy, the City Traffic Engineer, feels that the two existing driveways on 30th Street and Waterman Avenue pose a traffic hazard. HUD is the current owner of the property and has listed the property for sale at $156,204.00. It has been proposed that the EDA purchase the property from HUD with CDBG funds at current fair market value, demolish the structure and create an open space area which will be a landscape maintenance buffer area at the site. The estimated cost of demolition is $10,000.00. Mr. Lemuel Randolph, the Director of Parks, Recreation and Community Services, supports the development of a landscape maintenance buffer area at this location. The estimated cost of construction of a landscape maintenance buffer area is $6,000.00. Mr. Randolph also believes that State Bond funds may be available to construct the landscape maintenance buffer area and that maintenance can be provided by the contractor for the Broadmoor Boulevard median. If the property is re-zoned to PP, the single family house can still continue to exist as a legal conforming use pursuant to Development Code Section 19.10.030(2) because the house legally existed prior to June 3, 1991. If the single family house is demolished after the re-zoning to PP, a single family house could not be rebuilt on this site.
