CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
Staff Report
SUBJECT
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
execution of annual agreements with the County of San Bernardino to provide equipment and
user access into the National Law Enforcement Telecommunication System (NLETS), the
California Law Enforcement Telecommunications (CLETS), and the Sheriffs Central Name
Index (CNI).
FINDINGS
The San Bernardino Police Department is authorized to access the National and California Law
Enforcement Telecommunication Systems (NLETS & CLETS) through the County of San
Bernardino's message switch. The County of San Bernardino also maintains various regional
criminal justice information systems that are accessed through the Sheriff Department's Central
Name Index (CNI).
Access to NLETS and CLETS is essential to obtain criminal offender records and other criminal
justice information from national and state computer systems including data files such as FBI,
NCIC, DMV and Stolen Vehicle Systems. Additional regional criminal justice information is
available through the County of San Bernardino CNI system including all local warrant
information and court calendar information.
Both contracts were previously executed on July 16, 2002, for FY 02/03, with NLETS/CLETS
fees totaling $9,742.08 and CNl charges totaling $26,424.00. The combined total for these two
contracts in FY 02/03 was $36,166.08.
Equipment and user access fees during FY 03/04 for NLETS/CLETS are $960.56 per month for
a total $11,526.72. This represents an increase of 18.3% or $1,784.64 from FY 02/03. CNI fees
are $1,541.00 per month for a total of $18,492.00. This represents a decrease of 30.0% or
$7,932.00 from FY 02/03. Fees are based on a prorated system of anticipated use calculated
from FY 02/03 data.
FINANCIAL IMP ACT
The total cost of NLETS/CLETS and CNI agreements for FY 03/04 is $30,018.72. This
represents a decrease of 17.0% or $6,147.36 from FY 02/03. The police department has included
funding for the agreements in its proposed budget for FY 031 04 under account #001-222-5505.
RECOMMENDATION
Adopt the resolution.
