Staff Report
Subject:
Resolution of the City of San Bernardino authorizing the Mayor of the City of San Bernardino or her
designee to execute Amendment No. 1 to Contract 02-1166 with the County of San Bernardino to
provide youth mentoring services for the period of July 1, 2003 through June 30, 2004.
Background:
The City of San Bernardino Mentoring Program has been working as a partnership for seven years
with the County of San Bernardino Public Health Department FOCUS Project. The commitment of
the Parks, Recreation and Community Services Department Mentoring Program is to continue as
collaborative partner in the planning and implementation of the Department of Public Health
FOCUS Project to support youth, families, and teen pregnancy prevention. The City Program serves
at-risk youth by providing one-on-one mentoring and meets the California Quality Assurance
Standards. It is a very important commitment to support the relationship already formed between
mentors and mentees, recruit mentors for youth newly referred to the mentoring program, and
provide outreach services to the families.
The program will have twenty-five mentors matched with 25 mentees. The program includes
monthly mentor support meetings to provide training and information and will provide referrals to
the Public Health Case Managers and/or other Health Agencies as needed. Additionally, workshops
will be held for parents of mentees to provide guidance on teen pregnancy prevention strategies and
warnings signs. There will also be activities for all participants.
Documentation will be provided as required, for 25 matches (25 mentor/mentees), parent
involvement (25 participants), and sign-in sheets for different activities. Finally, we will be able to
collaborate with partners, such as local arts and health agencies, and others such as Curtis Middle
School for outreach to youth and families.
Financial Impact:
There will be no general fund cost to the City. The FOCUS Project will provide $45,000 for fiscal
year 2003-2004 in accordance with the attached budget to serve 25 mentees and their families in
outreach support. The program will provide an in-kind match of $16,500 in mentor volunteer hours.
Recommendation:

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERl'iARDlNO AS FOLLOWS:
SECTION I. The l\1ayor of the City of San Bernardino or her designee is hereby
authorized and directed to execute on behalf of said City. Amendment \io. 1 to Contract O~-
1166 ,,'ith the County of San Bernardino relating to the provision of youth mentoring services
for the period of .Iuly 1. 2003 through June 30. 2004. a copy of which is attached hereto.
marked Exhibit "A" and incorporated herein by reference as fully as though set forth at length.
SECTION 2. The authorization to execute the above referenced agreement is
rescinded if the parties to the agreement fail to execute it within one hundred twenty (120) days
of the passage of this resolution.

AMENDMENT NO.1
It is hereby agreed to amend Contract number 02-1166 as follows:
Section III: Contractor General Responsibilities
Paragraph T, "Equal Employment Opportunity Program", Item 1 is amended to read, "The Contractor agrees
to comply with the provisions of the Equal Employment Opportunity Program of the County of San Bernardino
and rules and regulations adopted pursuant thereto: Executive Order 11246, as amended by Executive Order
11375, 11625, 12138, 12432, 12250, Title VII of the Civil Rights Act of 1964 (and Division 21 of the California
Department of Social Services Manual of Policies and Procedures and California Welfare and Institutions
Code, Section 10000), the California Fair Employment and Housing Act, and other applicable Federal, State,
?~ . County laws, regulations and policies relating to equal employment or social services to welfare recipients,
ling laws and regulations hereafter enacted".

.Paragraph T, "Equal Employment Opportunity Program", Item 2 is amended to read, "The Contractor shall not
unlawfully discriminate against any employee, applicant for employment, or service recipient on the basis of
race, national origin or ancestry, religion, sex, sexual orientation, marital status, age, political affiliation or
'Jility. Information on the above rules and regulations may be obtained from the County HSS Contracts
Section V: Fiscal Provision
Paragraph A, "Maximum Reimbursement", Item 1 is amended to read, "The maximum amount of
reimbursement under the Contract shall not exceed $90,000 ($45,000 for FY 2002-2003 and $45,000 for FY
2003-2004), and is subject to availability of funds to the County. The consideration to be paid to the Contractor
as provided herein shall be in full payment for all of the Contractor's services and expenses incurred in the
performance hereof, including travel and per diem. Reimbursement of invoices shall be based in items
Included in Attachment B _ Project Budget All reimbursement to the Contractor shall be contingent upon the
submission by the Contractor, and approval by the County, of the herein required reports, invoices, and
supporting documentation".
Section VIII: Term
The term is amended to read, "This Contract is effective as of August 1, 2002, and is being extended from its
original expiration date of June 30, 2003 to expire on June 30, 2004, but may be terminated earlier in
accordance with provisions of Section IX, "Early Termination", of this Contract".
Section X: General Provisions
Paragraph A is amended to read, "When notices are required to be given pursuant to the Contract, the notices
shall be in writing and mailed to the addresses listed below:

BACKGROUND INFORMATION: Approval of these contract amendments with the named agencies will
extend the contract terms twelve months through June 30, 2004 and increase total funding by $91,000 to
allow the contractors to continue to provide services, activities, and curricula to help prevent teen
pregnancy. The State Department of Health Services awards funds through the Office of Community
Challenge Grants (CCG) for projects that support local activities to prevent teenage pregnancy through
increased knowledge of responsible reproductive behavior and health related issues, skills and opportunity for
career and employment success, and support for growth and positive change for pre-sexually and sexually
active adolescents, ages ten through seventeen
DPH was notified on May 16, 2003 of the State's intent to extend the CCG funding for fiscal year 2003-
2004. On June 24, 2003 the Board ratified the Chairman of the Board of Supervisors' action approving
submission of Notice of Acceptance to the Department of Health Services, Office of Family Planning,
Community Challenge Grants to extend the Community Challenge Grant contract for an annual amount of
$210,000 through June 30, 2004. The CCG Program will not be extended beyond FY 2003/2004 due to iack
of continued funding by the State.
The Department did not conduct a Request for Proposal process because the extension of the CCG funds
is contingent on continuation of the existing scope of work. To meet this requirement and assure that
services remain available without interruption, the Department of Public Heaith is amending existing
subcontracts to provide youth deveiopment activities.

The contract with the City of San Bernardino in the amount of $45,000 was approved by its City Council on
July 7, 2003. The contracts are being brought forward at this time with a requested effective date of July 1,
2003, to allow payments to be authorized for time spent participating in collaborative planning work with the
Program to prepare documents outiining service provision plans and budgets for Fiscal Year 2003-2004.
In 1997, the State of Caiifornia implemented the Partnership for Responsible Parenting Initiative. As part of
the initiative, the State Department of Health Services awards funds through the Office of Community
Chalienge Grants. The Community Challenge Grants fund projects to promote Community-based
partnerships for the development of local strategies to prevent teenage pregnancy. Prior to the start of the
original grant, youth service providers in the target communities were invited to participate in the
development of the grant appiication as collaborative partners. The collaborating agencies include: Arts
Council for San Bernardino County, City of San Bernardino Parks, Recreation, and Community Services
Department, Arrowhead Regional Medical Center, Children's Fund, Children's Network, Community
Hospital of San Bernardino, Kiwanis Club of San Bernardino, St. Bernardine Medical Center, San
Bernardino City Unified School District, San Bernardino County Superintendent of Schools and the
Volunteer Center of the Inland Empire Inc.
The Department of Pubiic Health (DPH) and the partnership of coilaborating agencies in the community
developed a youth service project called Famiiies Organized for Community Unification and Success
(FOCUS). The FOCUS Program serves youth who are at risk of teen pregnancy in San Bernardino, Colton,
and Highland. This target area was selected based on State criteria of high teen pregnancy rates. DPH, as
lead agency of the local Collaborative Partnership, was awarded an initial grant for the period from
February 1, 1997 through June 30, 1999. The initial contracts were awarded based on the Collaborative
Partnership's recommendations prior to the county adopting the current formal RFP policy effective July 1,
2000.
DPH was awarded a second three-year grant in the amount of $210,000 per year to support FOCUS
Program activities for the period of July 1, 1999 through June 30, 2002. On September 14, 1999, the Board
approved contracts with three contractors: the Arts Council for San Bernardino in the amount of $23,460;
the City of San Bernardino in the amount of $49,275; and the YWCA in the amount of $21 ,265. In addition,
a contract was approved with Lama Linda University School of Public Health to provide evaluation services
as required by the grant. On June 20, 2000, the Board approved Amendment NO.1 to extend the existing
four contracts for a second year based on their successful provision of services. On June 26, 2001, the Board
approved Amendment No. 2 to three of the four contracts, extending them for the third and anticipated final
year of the grant period (July 1, 2001 through June 30, 2002). When the model for youth development and
family support activities shifted to school-based programs rather than community centers, DPH did not
extend the contract with the YWCA for FY 2001-02.
The CCG Program was originally scheduled to end June 30, 2002, with the State intending to replace it
through a new grant under the Office of Family Planning (OFP). DPH submitted an application for the OFP
grant, but the State decided not to make any awards. Instead, OFP extended the CCG Program to existing
contractors, for an additional year. On October 8, 2002, the Board approved contracts with the Arts Council
and Lama Linda University and on November 5, 2002, approved a contract with City of San Bernardino,
through June 30, 2003, to provide the same services under the same goals and objectives as in the previous
grant in the amount of $210,000.
DPH was notified on May 16, 2003 of the State's intent to extend the CCG funding for fiscal year 2003-
2004. The department is extending the current agreements to ensure uninterrupted services as required by
the grant award. The CCG Program will not be extended beyond FY 2003/2004 due to lack of continued
funding by the State.
The subcontract, with Lama Linda University School of Pubiic Health, is being amended to provide
continuation of evaluation services of project activities. The FOCUS Program is required to utilize at ieast
10% of the grant funds received for evaluation of the Program. The State designed evaluation measures
knowledge changes among participating youth, client satisfaction with Program services, and changes

in teen pregnancy rates. Loma Linda University was initially selected to provide evaluation services based on
the recommendations of the local Collaborative and its known expertise in this area. At the recommendation of
the State, DPH continues to utilize Loma Linda University School of Public Health to provide continuity of
evaluation for the FOCUS Project. The contract includes a required match of $2,000 by Loma Linda University
School of Public Health.
DPH utilizes the remaining $119,000, to provide staffing to present Family Life EducationlYouth Development
curriculum to students in the County Community Schools, general oversight, operating expenses, and indirect
costs for the Program. The State Department of Health Services is expected to release a new Request for
Applications in the fall of 2003. If DPH is invited to submit a proposai for this new funding, a competitive bid
process will be utilized for selection of any subcontract agencies.
REVIEW BY OTHERS: This item has been reviewed by HSS Contracts (Lori Ciabattini, Administrative
Supervisor) on June 11, 2003; the Office of County Counsel (Charles Larkin, Deputy County Counsel) on
June 12,2003; and County Administrative Office (Carol Hughes, Administrative Analyst) on July 15, 2003.
FINANCIAL IMPACT: Approval of these contract amendments will impose no local County cost. All
expenditures are reimbursed by state and federal funds. The total amount of the contracts is increasing
from $91,000 to $182,000. Expenditures and revenues for the Community Challenge Grant Program in the
amount of $210,000 are included in the Department's proposed FY 2003-2004 budget. Contract costs for
FY 2003-2004 are listed in the schedule below.
