STAFF REPORT
BACKGROUND
The California Integrated Waste Management Act of 1989 (AB 939)
requires each county to use a Solid Waste Advisory Task Force
(SWATF) for regional cooperation in solid waste management.
County's SWATF is comprised of one elected official from each city
.as delegates, with alternates appointed by city action. The city
currently has Councilwoman Norine Miller serving as delegate, and
no alternate due to a retirement.
DISCUSSION
The Superintendent of Sanitation ordinarily follows trends in solid
waste management, formulates programs, represents the City on SWATF
committees, and provides staff support for city leaders on solid
waste management issues.
RECOMMENDATION
Staff recommends appointing the Superintendent of Sanitation as an
alternate delegate to the SWATF.

2 SAN BERNARDINO COUNTY SOLID WASTE ADVISORY TASK FORCE

WHEREAS, the California Integrated Waste Management Act of 1989
(AB 939) requires a Solid Waste Advisory Task Force (SWATF) to be
5 formed by each county; and,
6
WHEREAS, the San Bernardino County SWATF is comprised of
7 elected officials serving as delegates for each of the jurisdictions
8
in San Bernardino County; and,
9
WHEREAS, each SWATF member may appoint a staff alternate to
10 said delegate; and,
11
WHEREAS, the Superintendent of Sanitation ordinarily follows
12 issues related to solid waste management to advise city leaders,
13
NOW THEREFORE, be it resolved that the City Council of the city
14 of San Bernardino does hereby appoint the Superintendent of
15 Sanitation as an alternate delegate to the SWATF, and hereby directs
16
staff to inform the SWATF secretary of said appointment by letter.
