STAFF REPORT
On July 6, 1993, the Mayor and Common Council approved grants with
both the state of California and the Air Quality Management
District (AQMD) to purchase two CNG vans. The vans will be used
for employee vanpools during commuting hours to assist in meeting
AQMD Rideshare regulations as well as be available through the
fleet for departmental use during working hours.
The purchase of these vehicles is part of a package put together by
Caltrans and eleven municipalities to purchase a total of 56 CNG
vehicles, with San Bernardino receiving two. Because the vans were
purchased as a package, Caltrans handled the bid process and the
City "piggy-backed" on their bids. Municipal Code section
3.04.010B2 provides an exemption to the purchasing process if
through another governmental agency bidding procedures within the
past year, a price has been established at which the vendor is
willing to sell to the City. The purchase of these vehicles meets
this criteria.
The agreements with both agencies require that the city purchase
the vans and submit a bill to the funding agencies with
documentation of vehicle delivery before city can be reimbursed.
A request has been made to Caltrans for reimbursement and they have
requested delivery verification prior to reimbursement. Anaheim
Dodge, the dealership coordinating the delivery of the vehicles,
will have the City's vans ready by the beginning of December. The
cost of each vehicle is $25,001, for a total of $50,002. Council
authorization is now needed to purchase the vans.
RECOMMENDATION
Adopt resolution to purchase two CNG vans from Anaheim Dodge for a
total of $50,002, to be reimbursed following delivery from Caltrans
and AQMD.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
5 SAN BERNARDINO AS FOLLOWS:
6 SECTION 1. That Anaheim Dodge is the lowest and best responsible bidder for the
7 furnishing and delivery of two CNG vans for a total amount of $50,002; pursuant to this
