Recommended motion:
1. That the classification of CATV Production Technician be established, with the salary set at Range 1274, $1,739 -
$2,1l4/month.
2. That two (2) CATV Production Technicians be authorized in the Telecommunications Division's 1993-94 budget.
3. That the position of Telecommunications Operations Coordinator, Range 2341, $2,430 - $2,955/month, be deleted.
4. That $23,823 be transferred from Professional/Contractual Services to Personnel Services in the 1993-94
Telecommunications Division budget.
5. That the Personnel Department be directed to update Resolution No. 6413, Sections Ten and Eleven, to reflect this

STAFF REPORT
Part of the master plan for the Telecommunications Division is the conversion of part-time positions to full-time
positions. This has the advantages of establishing a career track for Division employees and retaining qualified
personnel who would otherwise leave to seek full-time positions with other agencies.
Per the request of Frank Keller, CATV Manager, the classification of:Cl\'llY~~lIQij:lt~l!\il~lli!i is being
established in order to handle a wide variety of production activities, h;d~d;;;g~;;;di;;;;;;;rfi~id~id~ directing,
pre-production planning and program organization. Frank Keller has recommended eliminating the position of
Telecommunications Operations Coordinator (which is currently vacant), and using the salary savings to
establish two full-time CATV Production Technicians. Funding for the two positions would come from
available salary savings from the vacant position and from additional monies transferred from the
Professional/Contractual Services account in the approved '93-'94 Telecommunications Division budget.

The proposed job description will be submitted to the Civil Service Board for approval.

STAFFING ANALYSIS
November 16, 1993
I. INTRODUCTION
On September 22, 1993, Frank Keller, Cable Television Manager, sent a memorandum to Dee
Saenz, Personnel Analyst, with a copy to Shauna Clark, City Administrator, explaining further
staffing needs of the Telecommunications Division. Frank Keller recommended eliminating the
position of Telecommunications Operations Coordinator (which is currently vacant) and using this
salary savings to create two new full-time positions titled tt1l1l:lMlp.m!.llllr.mcliUilm Funding
for the two new positions would come from available saIarysavlngsfiomthevacanCposition and
from additional monies transferred from the Professional/Contractual Services account in the
approved '93 - '94 Telecommunications Division budget.

Delete the position of Telecommunications Operations Coordinator, which is Range 2341, $2,430-
$2,955/month. The annual compensation for this position at Step 1, including 19.37% for variable
fringe benefits that rise with salary, is: $34,808.
Establish a new position of CATV Production Technician at Range 1274, $1,739 - $2,114/month.
The annual compensation for this position, including 19.37% for variable fringe benefits that rise
with salary, is as follows:

Individuals would normally be compensated for the first six months at Step 1 and the next six months
at Step 2. Thus, compensation for the first year of employment, including 19.37% for variable
fringe benefits that rise with salary, would be ~~!a~~
Additional funding is available from the Telecommunications Division Professional/Contractual
Services Account.
n. ANALYSIS
Overview
Personnel Department staff analyzed job descriptions from eleven jurisdictions which have similar
cable television divisions as the City of San Bernardino. Personnel staff also analyzed internal
staffing relationships and salary ranges in our Telecommunications Division.
Job Descriotion
The proposed new position of CATV Production Technician was compared with similar positions in
the survey agencies with respect to representative duties, minimum qualifications and salary ranges.
The jurisdictions used are:

* Compton * San Bernardino Community
* Garden Grove College District
* Huntington Beach * Thousand Oaks
* Lakewood * Torrance
The proposed position of CATV Production Technician is most similar to ten classifications among
the eleven agencies surveyed. (See highlighted classifications on Attachment A). The following
agency does not have classifications which match the proposed new position: City of Garden Grove.
Duties
The most salient duties performed by the similar classifications in the survey agencies are
summarized on Attachment B. These duties are representative of those to be performed by the
proposed CATV Production Technician for the City of San Bernardino. Other related duties
performed by one or more of the survey agencies include:

Assisting the Cable Television Manager in franchise administration and complaint resolution.
Developing specifications for equipment and supplies and assisting with equipment inventory
records.
Conducting on-air personal interviews.
Conducting routine preventive maintenance and trouble shooting technical problems.
Operating computer graphic programs to design layouts and produce camera-ready art work.

Minimum Oualifications
The minimum qualifications of various telecommunications positions are summarized in Attachment
A and compared in Attachment C. Four comparison classifications require an AA degree or 2 years
of college course work in :Communications or a related field and one to two years of video
production experience. The remaining three classifications concentrate on journey level competence
in video production duties. .
The proposed new position of CATV Production Technician would require graduation from high
school or G.E.D. equivalent and at least one year of video production experience. Additional video
experience is preferred.
Seven of the ten comparison classifications require the possession of, or ability to acquire, a valid
California Class .C. driver's license at the time of appointment. This requirement is also a
minimum qualification for the proposed new job description of CATV Production Technician.
Salaries for the ten similar classifications range from a low of $1700/month to a high of
$3,957/month.

Internal Or!!:anization - Telecommunications Division
An analysis was made of the internal relationships in the Telecommunications Division. Attachment
"D" is an organization chart for the Telecommunications Division showing the location of the
proposed CATV Production Technician within the division. The proposed new position of CATV
Production Technician will be supervised by the Video Production Coordinator, which is a mid-
management position. The Coordinator's salary range is 2341, $2,430 - $2,955/month,
approximately 28.5% above the new proposed position of CATV Production Technician.
A review of Resolution 6413, Section Ten:General Employees, shows that one of the closest ranges
(Range 1273) includes a Personnel Clerk II and a Telecommunications Representative.
III. CONCLUSIONS AND RECOMMENDATIONS
In order to establish the new proposed classification of CATV Production Technician, the following
is recommended:

Include in the job description, duties similar to comparable positions in other agencies and
customer service language (see revised job description - Attachment E).

Establish the salary for the new CATV Production Technician classification at Range 1274,
$1,739 - $2,114/month.

CATV PRODUCTION TECHNICIAN
JOB DESCRIPTION
Under general supervision from the Video Production Coordinator,
perform a wide variety of production activities including, studio
and field video directing, pre-production planning and program
organization. From initial program proposals, conceptualize, plan,
and implement video productions. Provide post production services
in the form of editing of raw footage to specified completed form:
and perform related work as required.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general
public and City department staffs.
Prepares scripts, shot sheets and storyboards for contract services
clients or City staff project concepts: establishes project
production schedules: assists with staff training and
certification: provides quality control on all video projects:
coordinates the direction and work of crew assigned to video
projects.
Plans and organizes video projects in pre-production phase to
ensure final project meets conceptual goals: must be able to
operate all related video production equipment: assists in locally
originated program planning: routinely adheres to and maintains a
positive attitude towards city and Department goals.
MINIMUM OUALIFICATIONS
Graduation from high school or GED equivalent. One year experience
in video production, communication arts or related field. Prior
experience in video production preferred. Computer experience
desired. Possession of a valid class "C" California driver's
license.

organization and planning, lighting, video directing and

Word processing as it applies to teleprompting and character
generator functions.

Read a waveform monitor and vector scope;
Create a script, audio and video, from client supplied
concept;
Prepare shot sheets and storyboards;
Operate a motor vehicle observing legal and defensive driving
practices;
Establish and maintain professional and effective staff and
client relationships;
Understand and carry-out oral and written communications;
Communicate effectively, both orally and in writing;
Maintain appropriate records and files;
Work effectively under pressure and within time constraints;
See in the normal visual range with or without correction;
Hear in the normal audio range with or without correction;
Exhibit normal range of body motion;
Climb ladders up to ten feet in height and place and remove
equipment;
Transport loads weighing up to eighty pounds (80 lbs);
Work indoors and out in a variety of enviromental conditions,
including very hot or cold weather;
Work in small ciosed spaces.
ORGANIZATIONAL RELATIONSHIPS
The CATV Production Technician is a general unit employee within
the Telecommunications Division. Supervision is received from the
Video Production Coordinator. Positions in this class are assigned
to work fluxuating hours including weekends and holidays and may
require after hours on-call response in emergency situations.
