STAFF REPORT
In a memorandum dated October 28, 1993, Annie Ramos, Director of Parks, Recreation &
Community Services, requested to reinstate the position of Park Projects Coordinator, a
General Unit classification with a salary range of $2,794 - $3,397 per month.
Based on alternatives proposed in Annie Ramos' October 28, 1993 memorandum, the Park

SUBJECT: REQUEST AND JUSTIFICATION FOR REINSTATEMENT OF PARK
PROJECTS COORDINATOR POSITION

This is a request to reinstate the Park Projects Coordinator
position in the Parks, Recreation and Community Services Department
Classifications as listed in Resolution 6433. Following is
justification for reinstatement:
Backqround
The Park Projects Coordinator position was established and budgeted
in the Parks Division beginning in FY 87/88. In April 1990, the
incumbent vacated the position to take a job in another city.
Recruitment was completed and an attempt was made to fill the
position; however, before the hiring process could be completed, a
hiring freeze was imposed and the position was not filled. The
hiring freeze prevailed through FY 91/92 and FY 92/93 and then
during the 93/94 budget processes, all vacant positions, including
the Park Projects Coordinator position, were eliminated from the
department classification control list. The position was listed in
Salary Range 1369 with a pay range of $ 2794 to $ 3397.
Because the city Development Code requirements for landscape and
irrigation installations in residential and commercial developments
did not cease with the elimination of the Park projects
Coordinator, a method for continuing the necessary field
inspections and evaluations and the review of plans and
specifications for residential and commercial development had to be
found. In addi tion it was necessary to continue landscape
maintenance inspections and evaluations for all city properties and
assessment districts which are maintained by private contractors.
This was accomplished by moving a Parks Maintenance Supervisor into
the Park Projects Coordinator position and moving other parks
maintenance employees into different positions to assume the
Maintenance Super~isor duties while at the same time continuing to
maintain all Parks Division maintenance areas up to standards.

The duties which are currently being accomplished by the surrogate
Park Projects Coordinator include, but are not limited to: Active
participation in providing technical assistance to the city's plans
review and environmental review process; reviewing and analyzing
commercial and residential landscape plans and specifications for
conformance with the development codes; reviewing arborist reports
and providing recommendations, inspecting new landscape and
irrigation installations at residential and commercial
developments; inspecting and evaluating contract landscape
maintenance areas such as assessment districts, libraries, City
Hall, downtown areas and other city properties.
Conclusion
Because the requirements for field inspections and evaluation and
reviewing and analyzing developer plans and specifications are
continually increasing and the contracted landscape maintenance of
city areas continue to increase, it is imperative that the Park
Projects Coordinator position be reinstated. Reinstatement will
allow the recruitment and hiring of an employee who will devote all
energies and expertise to the position tasks. In turn, the Park
Maintenance supervisor may return to the primary maintenance tasks
for the Parks Division with a resulting increase in performance in
all areas.
A Park Projects Coordinator totally dedicated to the duties as
described above in the background information will reduce the
potential for complaints from residents and occupants/owners in the
contracted maintenance assessment district areas and will provide
prompt and efficient services for development projects.
Suqqested Method to Accomplish Reinstatement
The position can be reinstated by deleting one Park Maintenance
Worker I position and charging Park Projects Coordinator hours of
work to the assessment districts and other non-general fund
entities which receive services, such as animal shelter, libraries,
and the downtown parking district. The Park Projects Coordinator
can be reinstated with a net reduction in the general fund of
$ 9,208.

PARK PROJECTS COORDINATOR
JOB DESCRIPTION
Under general direction, to plan, direct, organize and supervise the
maintenance contracts, workmanship, materials and specifications; to
conduct plan review and coordination of parkways, easements, assessment
districts and conditional requirement landscaping in conjunction with
the Planning and Building Services Department; to supervise, review and
inspect park, recreational and public use sites and facilities of
public landscape development and renovation projects and to perform
related work as required.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general
public and City department staffs.
Makes field inspections of Park and Assessment District properties to
insure compliance with landscape maintenance contracts; inspects
landscape construction projects to insure compliance with plans and
specifications; provides accurate information to inquiries concerning
landscape installation and maintenance activities of community groups
or individuals.
Participates in the review of subdivision and street improvement
proposals for landscaping requirements; prepares, reviews, and analyzes
the preparation of plans, cost estimates and materials listings for
landscaping, irrigation systems, recreational facilities and minor
structure improvements; develops specifications on workmanship and
materials and coordinates inspections of contract maintenance work.
Assists in the development and implementation of goals, objectives,
policies and priorities; reviews plans and specifications; prepares
recommendations on proposed and existing parkways, easements,
assessment districts and conditional requirements of landscaping in
conjunction with the Planning and Building Services Department; and
prepares recommendations for park, recreation and public use areas as
well as facility development and renovation.
Provides technical assistance to review committees; coordinates park,
recreation and development planning activities for major improvements
with private architects and other City departments; plans and develops
schedules for programs of park renovation and facility refurbishing;
operates a city vehicle; participates in the development of project
budgets: supervises, trains and evaluates subordinates; routinely
adheres to and maintains a positive attitude towards City and
Department goals: and, performs related work as required.

MINIMUM OUALIFICATIONS
Completion of 60 college semester units (90 quarter units) in landscape
architecture, planning, park management or closely related field and
two years experience in the maintenance, landscape design and
construction coordination of landscaping, parks or other related
projects.
Possession of a valid Class "C" California Driver's License is
required.

ORGANIZATIONAL RELATIONSHIPS
The Park Projects Coordinator is a professional staff level position in
the Parks Division which provides Supervision and direction to the
Landscape Inspectors and reports to the Park Superintendent.
