This item was recommended for approval by Council Personnel Committee on November 18,
1993.
Recommended motion:
1. That one (1) Building Maintenance Mechanic, Range 1298, Step 4, $2,270/month, be reclassified to Electrician II,
Range 1327, Step 3, $2,498/month, effective December 16, 1993.
2. That one (1) Building Maintenance Mechanic be deleted from the 1993-94 Facilities Management Division Budget.
3. That one (1) Electrician II be added to the 1993-94 Facilities Management Division budget.

STAFF REPORT
Per the request of James Sharer, Facilities Manager, one (I) Building Maintenance Mechanic
is being reclassified to an Electrician II, based on the Division's need for a journey-level
Electrician and the Building Maintenance Mechanic's performance of various Electrician II
duties. The Building Maintenance Mechanic to be reclassified meets the minimum
qualifications of Electrician II.

The Facilities Management Division is currently operating without an
Electrician. The need for an Electrician is great, and a Building
Maintenance Mechanic has been working as an Electrician for the past 61
months. We do have two Electrical HVAC Mechanics, but these people are
primarily HV AC Mechanics who do not have the expertise or time to
handle complex electrical problems.
Historically, the Facilities Management Division has' always had
Electricians. The Division began as the Public Buildings Division of the
Public Works Department in September, 1975. The Division had two
Electricians at that time. In August of 1983, the Street Light Division of
Public Works was transferred to Public Buildings. This division had 8
Electricians. In January of 1990, the Facilities Management Division was
'organized and assumed all duties of the Public Buildings Division. In
February of 1991, the Building Electricians were reassigned to the Street
Lighting Division to streamline operations. At that time, the HVAC
Mechanics were renamed Electrical HVAC Mechanics. In early 1992, the
Street Light Division was transferred back to Public Works, taking with
them all the Electricians.
Typically, the Electricians in the Facilities Management area are charged
with maintaining the electrical system of the buildings. This includes
preventive maintenance, to prevent power interruptions, and corrective
maintenance to restore power after a disturbance. Fecility Electricians
normally have four years of electrical training or experience. They must
be able to work on live electrical circuits to determine problems. They
must be knowledgeable in electrical theory for their own safety.
Knowledge of motor controls and electronics is required to troubleshoot
modern building systems. '

position Upgrade
In a memo dated June 30, 1993, Bert Murphy requested reorganizing
the Facilities Management Division. Fred Wilson has reviewed these
recommendations, and we both concur.
ANALYSIS:
The Facilities Management Division believes that it can provide
improved service to the city for less cost, through the following
actions:
Eliminate one Building Maintenance Mechanic position and
establish an Electrician II position.
RECOMMENDATION:
1. Eliminate the position of Building Maintenance Mechanic
currently at Range 1298, step 4, $32,5l6/year. Establish
an Electrician II position at Range 1327, step 3,
$35,782/year.
Cost to upgrade Building Maintenance Mechanic to
Electrician II, including variable benefits that rise
with salary, are $3,266/year at step 3.
2. Salary savings from currently vacant Electrical HVAC
Mechanic including variable fringe benefits that rise with
salary, are $34,980/year at Step 1 and $42,515/year at
step 5. position has been vacant since fiscal year.
Started in July, leaving $14,172 in salary savings to
department.

ELECTRICIAN II
DESCRIPTION
Under general supervision, performs a variety of skilled electrical
work in the installation, mOdification, maintenance, repair, overhaul
and adjustment of street lighting systems, fire alarm systems, sports
lighting systems, automatic gate openers, automated fueling systems
sewage lift stations, and performs related work as required. '
REPRESENTATIVE DUTIES
Provides courteous and expedient customer service to the general
public and City department staffs.
Constructs, installs, maintains, and repairs sensing mechanisms,
relays, electronic and solid state controls, and other electrical
apparatus; tests and trouble-shoots circuits, recording devices,
timing devices and transformers.

Constructs, installs, maintains and repairs street lighting systems,
fire alarm systems, automatic gate openers, automated fueling
systems, sewage lift stations, and other electrical systems used in
City buildings and facilities, including transformers, circuit
breakers, high and 10.... voltage switches, capacitors, conductors,
insulators, heating, ventilating and air-conditioning equipment,
lighting arrestors and various. lighting fixtures.
Reads and interprets electrical plans, specifications, blueprints and
sketches; estimates labor and materials for minor electrical
installations and repairs; lays out ....ork on project site.
Prepares report of time and materials expende~; operates and
maintains electrical instruments and tools; removes and installs
poles and standards; operates and drives crane; runs conduit, pulls
and splices electrical ....ire.
Works from ladder or to....er truck; operates po....er tools commonly used
in utility work; participates in emergency and standby electrical
maintenance and repair ....ork in case of fire and power failure;
requisitions supplies and parts; directs the work of assigned
,helpers; operates city vehicles; routinely adheres to and maintains
a positive attitude to....ards city and Department goals; and performs
related ....ork as required.
MINIMUM OUALIFICATIONS
Graduation from high school or G.E.D. equivalent; and 2 years of
journey-level experience in the installation, maintenance and repair
of electrical and electronic equipment; or 1 year of experience at or
equivalent to the level of Electrician I.
possession of a valid Class "8" California Driver's License is
required for Electrician II's in the street Lighting Division ....ithin

Perform shop math;
Operate power and hand tools and equipment used in electrical
installation, and related activities;
Perform skilled electrical wiring, installation, repair and
maintenance work;
Work with high voltage circuits in accordance with safety
standards;
Climb and work safely at considerable heights above the ground,
on ladders or tower trucks;
Diagnose electrical problems;
Operate a vehicle observing legal and defensive driving
practices;
Maintain time and material records;
Understand and carry out oral and written instructions;
Establish and maintain effective relationships with those
contacted in the course of work.

ORGANIZATIONAL RELATIONSHIPS
The class of Electrician II is the journey-level in the.electrical
series. Supervision is received from a supervisory class within the
Department. Lead supervision may be exercised over Electrician I and
assigned helpers.
