Staff Report
Subject:
Ratify the submittal of three (3) project applications for the fourth funding cycle of the Safe Routes to
School (SR2S) Program.
Background:
Established in 1999, the Safe Routes to School (SR2S) program came into effect from the passage
and signing of Assembly Bill 1475. In 2001, Senate Bill 10 (SB 10) was enacted which extended the
program for three additional years with a sunset on January 1,2005.
Section 2333.5 of the Streets and Highways Code calls for Caltrans, in consultation with the
Califomia Highway Patrol to "make grants available to local govemmental agencies under the
program based upon the results of a statewide competition that requires submission of proposals for
funding and rates those proposals on several cost/benefit criteria". The SR2S program is a
construction program intended to improve and enhance the safety of school-aged pedestrians, bicycle
facilities and related infrastructure. It is anticipated that District 8 agencies, which include Riverside
and San Bemardino Counties, may receive a total of $2,000,000 to fund their SR2S Projects this
funding cycle.
The City's "School of the Month" Program has been instrumental in identifying desired
improvements adjacent to schools that would increase the safety of school-aged pedestrians. The City
has nominated three projects, which would contribute to the safety of children, for the fourth cycle of
the SR2S Program. These project locations, which were reviewed and prioritized by the Grants Ad
Hoc Committee, have been considered for safety improvement upgrades as a result of City School
officials, City Council, citizen, and SBPD requests. The SR2S projects, which require a 10% local
match, are prioritized as follows:

Financial Impact:
The maximum Federal reimbursement ratio for any SR2S project will be 90 percent and the
maximum Federal reimbursement amount for any project will be $500,000. In accordance with that
requirement, the City would be obligated to allocate local matching funds of $41,200 if all of the
projects are awarded. It is anticipated that the local match obligation would come from the Traffic
Signal Construction Fund.

WHEREAS, On October 2, 2001, Govemor Davis signed Senate Bill 10 (SB 10/SOTO),
extending the Safe Routes to School Program for three more years to January I, 2005. The
SR2S Program is a construction program that is intended to improve and enhance the safety of
school pedestrians and bicycle facilities and related infrastructure. It is anticipated that District 8

agencies, which include Riverside and San Bemardino Counties, may receive approximately

S2,000,000 to fund their (4th cycle) SR2S Projects this fiscal year.
WHEREAS, The City has nominated three projects for the current funding cycle of the
SR2S Program. The projects, which require a 10% local match, are prioritized as follows:
