Staff Report
Subiect:
Resolution of the City of San Bernardino authorizing the execution of Amendment No. 13 to the
agreement between the City and Casa Ramona, Inc. relating to the operation of a drop-in center
located at 1524 West 7th Street, San Bernardino, California, to extend the term of the agreement
for an additional one-year period.

This department has contracted with Casa Ramona, Inc. for operation of Ramona Drop-In Center
located at 1524 West 7th Street since September I, 1983. The center offers information and
referral services on a variety of citizen needs, as well as assistance in completing forms and
making applications for various services and social programs. The center is also a site for the
city-sponsored Summer Lunch Program, which provides free lunches to children. Other services
are provided to the poor, elderly, homeless, unemployed, non-English speaking, new arrivals,
and crime victims. City residents are aided directly and non-city residents are referred to
appropriate sources. Without these services, a large number of our Hispanic Citizenry would go
unserved in much-needed social services.
The complete Casa Ramona proposal of services with budget of $50,783 IS attached to this
report.
Financial Imoact:
The Ramona Drop-In Center contract cost has remained the same since 1990-91 with no increase
in compensation. If the term of the contract with Casa Ramona is extended for an additional
year, the FY 2003/2004 budget for the Parks, Recreation and Community Services
Administration Division will include $50,800 for this item.

EACH YEAR, OUR RESPONSffiILITY HERE AT THE CASA DROP IN CENTER IS
INCREASING, DUE TO THE ENORMOUS POPULATION IN THE COUNTY OF
SAN BERNARDINO.
THE HISPANIC COMMUNITY CONTINUES TO BE THE LARGEST GROWING
GROUP IN SAN BERNARDINO. THE CALL FOR SERVICES CONTINUE
TO GROW AS WELL. WE FEEL WE CAN BE AN ENORMOUS HELP TO THE
COMMUNITY.
THANKS TO OUR DROP IN CENTER SERVICES, MANY PEOPLE HAVE
BENEFITED FROM OUR PROGRAM.

THE CASA RAMONA DROP IN CENTER PROVIDES SAN BERNARDINO
RESIDENTS WITH A WIDE RANGE OF SERVICES, OUTLINED BELOW ARE THE
SPECIFIC SERVICES AND PROGRAMS, WHICH THE CENTER PROPOSES TO
PROVIDE DURING THE FISCAL YEAR 2003-2004. ADDITIONAL INFORMATION
IS PROVIDED ON ACCOMPANYING PAGES, AN APPROXIMATE SCHEDULE
FOR THE DELIVERY OF THESE SERVICES AND THE IMPLEMENTATION OF
PROGRAMMING IS ALSO INCLUDED.
WE PROVIDE SERVICES TO THOSE WITH THE GREATEST NEED, THE POOR,
ELDERLY, HOMELESS, UNEMPLOYED, CHILDREN, FAMILIES, NON-ENGLISH
SPEAKING, NEW ARRlV ALS AND CRIME VICTIMS. NO ONE IS TURNED
A WAY. SAN BERNARDINO LATINO COMMUNITY CONTINUES TO GROW, AS
DOES THE NEED FOR BILINGUAL SERVICES. CASA RAMONA CONTINUES TO
BE THE MOST DIVERSE SERVICE PROVIDER IN THE COMMUNITY. SAN
BERNARDINO'S RESIDENTS ARE AIDED DIRECTLY AND OTHERS
SOMETIMES ARE REFERRED ELSEWHERE FOR ASSISTANCE. MOST CENTER
CLIENTS RESIDE IN THE SPANISH SPEAKING NEIGHBORHOODS OF THE
CITY'S WEST AND SOUTH CENTRAL AREAS, HOWEVER, WE SEE MANY
PERSONS AT THE CENTER FROM OTHER AREAS THROUGHOUT THE CITY OF
SAN BERNARDINO.

THE LARGE NUMBER OF DISADVANTAGED PERSONS WITHIN THE
WESTSIDE AND THE NEED FOR THE AVAILABILITY OF PROMPT SERVICES,
MAKE THIS CENTER AN ESSENTIAL.
THE WESTSIDE NEED THIS TYPE OF FACILITY. I BELIEVE THAT THIS
CENTER IS ESSENTIAL FOR THE WELL BEING OF THE LARGE NUMBER OF
DISADVANTAGED RESIDENTS OF THE WESTSIDE.
AS YOU ARE PROBABLY A WARE, STATISTICAL DATA REVEALS THOSE
MANY OF THE WESTSIDE RESIDENTS ARE FROM A LOW INCOME STATUS,
AND BECAUSE OF THIS, TRANSPORTATION IS AL WAYS A PROBLEM.
CASA RAMONA DROP IN CENTER, IS RECOGNIZED AS ONE OF THE FEW
COMMUNITY CENTERS OFFERING SERVICES TO MAJORITY RAZE
CONSTITUENCY IN SAN BERNARDINO.

OMBUDSMAN SERVICES/CLIENT ADVOCACY
ORIGINALLY, THE CASA RAMONA DROP IN CENTER WAS ENVISIONED AS A
SATELLITE CITY HALL. IT OFFERS A WIDE RANGE OF SERVICES CLOSE TO
HOME, TODAY, THE CENTER HAS EVOLVED FROM A GENERALIZED "MINI
CITY HALL" INTO A MORE OF AN OFFICE OR FIRST AND OFTEN LAST
RESORT ASSISTANCE FOR A LARGE NUMBER OF CITY RESIDENTS.
PRIMARILY, WE NOW SERVE THOSE WHO LACK THE CONFIDENCE, SOCIAL
OR LANGUAGE SKILLS OR STAMINA TO CONFRONT PUBLIC AGENCIES OR
MUNICIPAL DEPARTMENTS ON THEIR OWN.
THE DROP IN CENTER IS THUS THE ONLY ENTRY BY WHICH MANY, MANY
THOUSANDS OF CITY RESIDENTS CAN CONFIDENTIALLY SEEK
INFORMATION ON ISSUES REGARDING CITY SERVICES, PUBLIC HEALTH,
EMPLOYMENT, EDUCATION, HOUSING, ETC. CONVERSELY, MOST CITY
OFFICES AND A GREAT MANY PUBLIC AGENCIES SERVING SAN
BERNARDINO CITIZENS REFER PERSONS TO OUR AGENCY.
WE ARE ASKED TO DO A CASE REVIEW AND "WORK UPS" TRANSLATIONS,
AID WITH FORMS, COUNSELING, F AMlL Y NEEDS, ASSESSMENTS AND A
V ARlETY OF REFERRALS. MANY TIMES OUR CLIENTS ARE UNDERGOING
PERIODS OF PHYSICAL AND EMOTIONAL STRESS. CITY DEPARTMENTS AND
PUBLIC AGENCIES OFTEN EMPLOY OUR STAFF AND FACILITIES AS "SAFETY
VALUES" TO A VOID CONFRONTATIONS WITH PRIMARY "ENTRY POINT"
FOR MANY CITY RESIDENTS SEEKING INFORMATION AND GUIDANCE FOR
PEOPLE WHO ARE DIRECTLY TO LOCAL GOVERNMENT DOWNTOWN
OFFICES FOR ASSISTANCE.

WE SEE MANY PERSONS EACH WHO ARE SOLEY SPANISH SPEAKING AND
WHO MANY EVEN BE UNABLE TO READ OR WRITE IN ANY LANGUAGE,
MANY OF THESE INDIVIDUALS ARE UNDERSTANDABLY VERY SENSITIVE
ABOUT EXPRESSING THEIR DISABILITY TO OTHERS.
FINALLY THE DROOP IN CENTER STAFF ACTS IN THE ROLE OF
OMBUDSMAN. WE 00 NOT MAKE POLICY DECISIONS. WE ONLY REPORT
RECOMMEND TO OUR SUPERVISORS THE TYPE OF ASSISTANCE WE
SHOULD OFFER. VERY OFTEN, WE ARE ABLE TO CUT THROUGH THE
BUREAUCRATIC RED TAPE AND PROVIDE MORE IMMEDIATE SERVICE.
AT THE DROP IN CENTER WE HAVE LEARNED TO TAILOR OUR WORDS AND
ACTIONS TO THE VARIED REQUIREMENTS OF PEOPLE IN CRISIS. AS
PROFESSIONALS WE ARE ALSO HERE TO EXPLAIN THESE NEEDS TO OUR
CITY HALL PERSONNEL AND THE OTHER PERSONNEL OF THE PUBLIC
AGENCIES IN SAN BERNARDINO. WE ARE A CENTRAL COMPONENT IN
WHAT MAYBE VIEWED AS A "MUTUAL AID PACT" FOR INDIVIDUALS AND
FAMILIES IN NEED.
OUR ULTIMATE GOAL IN SERVING PERSONS AND FAMILIES IS TO FOSTER
SELF.CONFIDENCE AND THE HIGHEST POSSIBLE DEGREE OF
INDEPENDENCE, PRIDE AND GOOD HEALTH IN OUR CLIENTELE,
INTERESTINGLY, MANY OF OUR BEST VOLUNTEERS WHO SPEND MANY
HOURS MONTHLY WERE ONCE THEMSELVES CLIENTS OF THE DROP IN
CENTER SEEKING ASSISTANCE, TillS SELF.HELP RECYCLING WITmN THE
COMMUNITY IS ONE OF OUR MOST NOTABLE SAN BERNARDINO SUCCESS
STORIES.

DIRECT SERVICES
TIIE CASA RAMONA DROP IN CENTER CONTINUES TO WORK WITII THE
SAN BERNARDINO COUNTY DEPARTMENT OF PUBLIC SERVICES. COUNTY
WELFARE CONTINUES TO REFER LARGE NUMBER OF THEIR MONOLINGUAL
HISPANIC CLIENTS TO US. WITH THE CHANGES BROUGHT ON BY WELFARE
REFORM, TIIERE ARE MANY RESIDENTS NEEDING HELP IN SEEKING WORK,
CHILD CARE, TRANSLATIONS, FILLING OUT JOB APPLICATIONS,
EXPLANATION ON THE NEW REQUIREMENTS THEY MUST MEET, ETC.
1.) THERE EXISTS A GREAT NEED TO EDUCATE PEOPLE ON THE DIFFERENT
PUBLIC SERVICES AVAILABLE TO THEM AND HOW THEY MANY SOLICIT
THIS HELP.
2.) THE NEEDS OF TIIE LOCAL CLIENT POPULATION HAVE GROWN WHILE
TIIE AVAILABILITY OF SERVICES HAS DECREASED.
3.) AS THE UNEMPLOYMENT RATE HAS DROPPED, THE SOCIAL SERVICE
NEEDS OF TODA Y'S FAMILIES HAS CHANGED, SUCH AS CHILD CARE, WITII
BOTH PARENTS WORKING, THE CARE OF THE CHILDREN HAS BECOME A
PROBLEM FOR TIIE FAMILY. WE ASSIST IN REFERRING FAMILIES TO OTHER
CHILDCARE CENTERS.
FILLING OUT FORMS AND TRANSLATIONS
ONE OF THE MOST IMPORTANT FUNCTIONS OF THE DROP IN CENTER IS TO
PROVIDE ASSISTANCE TO THE SPANISH SPEAKING WITH:
1.) EXPLAINING AND COMPLETING A VARIETY OF GOVERNMENT FORMS.
2.) TRANSLATION OF OFFICIAL DOCUMENTS, OFFICIAL CORRESPONDENCE.
3.) TYPING LETTERS.
4.) REFERRALS TO SPECIFIC AGENCIES OR SERVICE PROVIDERS.
THESE SERVICES WILL CONTINUE TO BE PROVIDED ON MONDAY,
WEDNESDAY, AND FRIDAY, FROM 1 :30 TO 4:30 P.M.

EMPLOYMENT SERVICES
THROUGHOUT THE YEAR, WE ASSIST CLIENTS WITH FINDING JOBS AND
APPLYING FOR EMPLOYMENT. WE NETWORK WITH CITY, COUNTY AND
FEDERAL AGENCIES, AND PRIVATE CORPORATIONS AND ACT AS A
CLEARINGHOUSE AND REFERRAL SERVICE. WE PRESCRIBE CERTAIN
TELEPHONE AND PERSONAL INTERVIEW TECHNIQUES TO OUR CLIENTELE,
AFTER ASSISTING WITH JOB APPLICATIONS IF NECESSARY, WE OFTEN
BRING JOB SEEDERS TOGETHER WITH PROSPECTIVE EMPLOYERS.
SPECIAL ATTENTION IS PROVIDING TO OLDER "RETURING" WORKERS, THE
YOUNG AND ENTRY LEVEL FO "FIRST TIME" WORKERS. ALL GROUPS NEED
PARTICULAR GUIDANCE IN JOB SEARCH ACTIVITIES.

LEGAL SERVICES
SINCE 1984, THE DROP IN CENTER HAS PROVIDED FREE LEGAL SERVICES
TO ALL THAT NEEDED ASSISTANCE WITH LEGAL PROBLEMS, ALTHOUGH,
OVER THE YEARS THINGS HAVE CHANGED.
WE DO NOT ASSIST IN FILLING OUT LEGAL FORMS. WE DO NOT HAVE A
PARA-LEGAL IN OUR CENTER, DUE TO LACK OF FUNDS. WE CONTINUE TO
ASSIST INDIVIDUALS TO THE DEGREE THAT WE CAN.
WE CONSULT A PARA-LEGAL, ON MATTERS OUR CLIENTS NEED ASSISTANT
WITH, IF THE PROBLEM REQUIRES MORE EXPERIENCED ASSISTANCE, WE
REFER THE CLIENT TO THE PROPER AGENCY. SEVERAL HUNDRED PEOPLE
ARE ASSISTED EVERY MONTH.

SOCIAL SECURITY OUTREACH
EACH FIRST FRIDAY OF THE MONTH, A FIELD REPRESENTATIVE FROM THE
SOCIAL SECURITY ADMINISTRATION VISITS THE CENTER AND ADVISES
AND ASSISTS OUR CLIENTS.
THE CENTER'S STAFF IS RESPONSIBLE FOR THE SCHEDULING OF CLIENT
APPOINTMENTS. THOSE WHO CANNOT WAlT FOR AN APPOINTMENT IN THE
CENTER ARE REFERRED DIRECTLY TO THE LOCAL SOCIAL SECURITY
OFFICE AND MAY LATER BE ASSISTED WITH THEIR FORMS,
TRANSLATIONS, ETC. ALL PERSONS NEEDING ASSISTANCE WITH SOCIAL
SECURITY PROBLEMS DO NOT REQUIRE INTERVIEWS WITH THE SOCIAL
SECURITY REPRESENTATIVE. SOME MAY ONLY REQUIRE ASSISTANCE
WITH THE FORMS OR TRANSLATIONS. TOTAL NUMBER OF PERSONS
COMING INTO OUR OFFICE FOR THIS SERVICE V ARIES FROM 30 TO 40 PER
WEEK.

SUMMER YOUTH PROGRAM
THROUGH THE MONTHS OF WL Y AND AUGUST, THE DROP IN CENTER
WORKS WITH THE CITY OF SAN BERNARDINO TO HELP THE YOUNG PEOPLE
OF OUR CITY. ALL YOUNG PEOPLE WHO APPLY FOR THIS PROGRAM MUST
FILL OUT AN APPLICATION AND QUALIFY UNDER GUIDELINES DECLARING
THAT THEY ARE FROM LOW INCOME FAMILIES AND ARE RESIDENTS OF
THE CITY OF SAN BERNARDINO.
ALL WHO QUALIFY FOR THIS PROGRAM ARE GIVEN THE TYPE OF WORK
WHERE THEY CAN LEARN WHILE ON THE JOB. AT CASA RAMONA WE
OFTEN RECRUIT HELPERS FOR OUR ADMINISTRATION OFFICE,
MAINTENANCE, AND CUSTODIAL DEPARTMENT. PERSONS QUALIFYING
FOR THIS PROGRAM ARE GIVEN A TOTAL OF 100 HOURS PER MONTH. EACH
PERON IS GIVEN THE OPPORTUNITY TO CHOOSE THE TYPE OF WORK THEY
WISH TO DO. THE DROP IN CENTER IS RESPONSIBLE FOR MAINTAINING
TIME SHEETS AND PROVIDING THE DAILY SUPERVISION OF EACH SUMMER
YOUTH ASSIGNED TO US.
MANY OF THESE SUMMER YOUTH EMPLOYEES RETURN TO THE CENTER
FOR HELP DURING THE SCHOOL YEAR IN SEEKING PART TIME
EMPLOYMENT IN THE PRIV ATE SECTOR.

A.S.A. LEARNING PROGRAM
THE CASA RAMONA DROP IN CENTER WORKS IN CONJUNCTION WITH
OTHER PROGRAM CALL, EDUCATION & CAREER CENTER. A.SA LEARNING
CENTERS.
THE A.S.A. LEARNING CENTER HAS GNING THE YOUNG PEOPLE OF OUR
COMMUNITY THE OPPORTUNITY TO WORK THROUGH THE ASSISTANCE OF
THE WORK EXPERIENCE ACT (W.I.A.).
THIS PROGRAM PLACE STUDENT AGES 16 TO 21, IN DIFFERENT
COMMUNITY BUSINESSES FOR A PERIOD OF SIX MONTHS.
THE STUDENTS ARE NOT TO TAKE THE PLACE OF REGULAR EMPLOYEES,
THEY ARE PLACES IN OUR CENTERS TO LEARN.
THE GOAL OF THIS PROGRAM IS TO PROVIDE OUR STUDENTS WITH THE
NECESSARY TOOLS TO SET AND ACHIEVE ACADEMIC AND CAREER GOALS.

SUMMER LUNCH PROGRAM
EACH SUMMER THE STAFF WORKS WITH CITY REPRESENTATIVES TO
COORDINATE THE ANNUAL "SUMMER LUNCH PROGRAM" AT CASA
RAMONA. TInS PROGRAM OFFERS A NUTRITIONAL LUNCH TO HUNDREDS
OF NEEDY CHll..DREN IN THE COMMUNITY FROM THE LA TIER PART OF
JUNE TO THE START OF SEPTEMBER.
THROUGH TInS PROGRAM WE PROVIDE LUNCHES TO CHll..DREN AGES ONE
THRU EIGHTEEN YEARS. PERSONS NINETEEN AND OVER WHO ARE
MENTALLY OR PHYSICALLY DISABLED AND PARTICIPATE IN A PUBLIC OR
PRIVATE NON-PROFIT SCHOOL PROGRAM FOR THE MENT ALLY OR
PHYSICALLY DISABLED, ALSO QUALIFY BUT MUST PROVIDE PROOF OF
ATTENDANCE.

CITIZENSHIP PROGRAM
THE DEPARTMENT OF JUSTICE HAS CHANGED THE WAY THEY HANDLE
THE CITIZENSHIP PROGRAM. THEY NO LONGER CONTRACT WITH
COMMUNITY BASED ORGANIZATIONS TO DO THE TEST, CONSEQUENTLY
OUR PARTICIPATION HAS BECOME MORE OF AN EDUCATIONAL AND
INFORMATIONAL ROLE. WE WILL CONTINUE TO WORK. WITH OTHER
COMMUNITY BASED GROUPS IN KEEPING THE COMMUNITY INFORMED
ABOUT THE CHANGES IN THE CITIZENSHIP REGULATIONS, DATES AND
LOCATIONS OF TEST SITES. THE NUMBER OF PEOPLE BEING SERVED FOR
THIS PROGRAM CONTINUES TO RANGE BETWEEN 30 TO 40 A WEEK

PUBLIC INFORMATION
FOR 2003-2004, AS WE CONTINUE TO SEE THE COMMUNITY GROWS, WE ARE
PLANNING A MORE COMPREHENSIVE OUTREACH PROGRAM. IT IS OUR
PLAN TO ESTABLISH AN ONGOING RELATIONSHIP WITH THE mSPANIC
RADIO STATIONS IN THE AREA. WE ANTICIPATE DOING MORE COMMUNITY
EDUCATION ON THE SERVICES PROVIDED BY THE CITY PARK AND
RECREATION DEPARTMENT. PROGRAMS AFFECTING SENIOR CITIZENS,
OTHER CHILDCARE PROVIDERS, OUR OWN PROGRAMS AND SPECIAL
EVENTS. BUT PERHAPS THE MOST EXCITING AND IMPORT ANT PROGRAM
WE WILL DO TillS YEAR WILL BE THE COMMUNITY EDUCATION ON THE
IMPORTANCE OF AN ACCURATE CENSUS. WE WILL WORK TO ENSURE THE
CITY OF SAN BERNARDINO DOES NOT HAVE AN UNDER COUNT.
CURRENTLY THERE IS A GREAT VARIETY OF PUBLICATIONS THAT ARE
BROUGHT TO CASA RAMONA FOR DISTRIBUTION TO THE GENERAL
PUBLIC. JOB BULLETINS, ANNOUNCEMENTS, NEWSPAPERS, VOTER,
EDUCATION PAMPHLETS, FLYERS, AND HANDBOOKS FROM THE MEXICAN
CONSULATES OFFICE, ETC. WE WILL CONTINUE TO DISTRIBUTE THESE
MATERIALS AT OUR OWN EVENTS AS WELL AS THOSE EVENTS IN, wmCH
WE PARTICIPATE. MANY TIMES WE HAVE TO TRANSLATE OR ANSWER
QUESTIONS ABOUT THE INFORMATION FOR THE PEOPLE.

COMMUNITY EDUCATION
Willi THE FAST GROWTII OF THE CITY AND IN PARTICULAR THE HISPANIC
COMMUNITY, THE NEED TO PROVIDE BILINGUAL SERVICES IS INTENSIFIED.
WE RECOGNIZE THAT THE NEEDS OF THE NEW ARRIVALS TO SAN
BERNARDINO ARE CHANGING. ISSUES SUCH AS UNDERSTANDING HOW TO
BUY A HOME AND BEING INFORMED ABOUT THE EDA HOME BUYER
PROGRAMS WILL PROVE TO BE VERY VALUABLE FOR THE RESIDENTS AND

IT IS ANTICIPATED THAT OVER THE COURSES OF THE NEXT FEW YEARS
TIIRE IS GOING TO BE MAJOR CHANGES IN THE WEST SIDE OF SAN
BERNARDINO, THINGS SUCH AS THE CLOSING AND RECONSTRUCTION OF
THE MT. VERNON BRIDE, THE RENOVATION OF THE SANTA FE DEPOT,
REVAMPING OF 5lli STREET FROM RANCHO TO G STREET, ETC.
WE ARE IN THE INITIAL PLANNING PROCESS OF DESIGNING A NEW
REINFORCED COMMUNITY CENTER. THE NEW FACILITY WILL ENABLE US
TO PROVIDE A GREATER LEVEL OF SERVICES TO THE COMMUNITY.
THESE ARE ALL ISSUES WE WILL WORK THE CITY TO INFORM THE PUBLIC
ABOUT, AND TRY TO FACILITATES SO THAT THE RESIDENTS AND THE
PROJECTS CAN HAVE THE LEASE PROBLEMS AS POSSffiLE, WE WILL PLAN
ON HAVING COMMUNITY MEETINGS HERE AT THE CENTER TO EDUCATE
THE PUBLIC AS WELL AS GIVE THEM AN OPPORTUNITY TO GIVE PUBLIC
INPUT.

CLIENT NEEDING ASSISTANCE.
9.) SUMMER YOUTH PROGRAM:
EVERY YEAR WE GET 2 TO 3 YOUTH FROM THIS PROGRAM. WE ASSIGN
THEM TO WORK IN THE DIFFERENT PROGRAMS HERE AT THE CENTER.
THIS PROGRAM IS THROUGH THE CITY OF SAN BERNARDINO.
10.) SUMMER LUNCH PROGRAM:
DURING THE SUMMER WE SILL SERVE AS A SITE TO HAVE THIS PROGRAM.
CHILDREN FROM 1 TO 18 CAN COME AND HAVE A FREE LUNCH HERE. THIS
PROGRAM IS ALSO A CITY SPONSORED PROGRAM.

11.) TRANSLATIONS:
WE ASSIST ALL WHO NEED TO HAVE DOCUMENTS TRANSLATED. MANY DO
NOT KNOW HOW TO READ. WE READ AND TRANSLATE DOCUMENTS AS
NEEDED.
12.) LETTER PREPARATION:
WE TYPE MANY DIFFERENT TYPE OF LETTERS AND DOCUMENTS FOR OUR
CLIENTS. WE ALSO HELP PEOPLE WITH THE PREPARATION OF LETTERS
AND DOCUMENTS.
13.) CITIZENSHIP INFORMATION:
WE PROVIDE INFORMATION ON LOCATIONS OF TESTING SITE, MEXICAN
CONSULATE'S OFFICE, CONGRESSIONAL OFFICES, FEDERAL BUILDINGS,
AND GENERAL INFORMATION ON QUALIFICATIONS FOR CITIZENSHIP.
14.) WE SERVE AS A SITE FOR THE SAN BERNARDINO COUNTY WORK
SENTENCE COMMUNITY SERVICE PROGRAM. INDIVIDUALS ARE ALLOWED
TO FULFILL THEIR COMMUNITY SERVICE HOURS HERE THEN HAVE TO PAY
FINES FOR VARIOUS NON-CRIMINAL OFFENSES.

RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
EXECUTION OF AMENDMENT NO. 13 TO THE AGREEMENT BETWEEN THE
CITY AND CASA RAMONA, INC. RELATING TO THE OPERATION OF A DROP-
IN CENTER LOCATED AT 1524 WEST 7TH STREET, SAN BERNARDINO,
CALIFORNIA, TO EXTEND THE TERM OF THE AGREEMENT FOR AN
ADDITIONAL ONE YEAR PERIOD.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor of the City of San Bernardino is hereby authorized and
directed to execute on behalf of said City Amendment No. 13 to the Agreement with Casa
Ramona. Inc. relating to the operation of a drop-in center located at 1524 West 7th Street, San
Bernardino, California, to extend the term of the Agreement for an additional one year period.
Amendment No. 13 is attached hereto, marked Exhibit I, and incorporated herein by reference
as fully as though set forth at length. All other terms and conditions of the Agreement shall
remain in full force and effect.
SECTION 2. The agreement authorized by this resolution shall not take effect until
fully signed and executed by both parties. Neither party shall be obligated hereunder unless
and until the agreement is fully executed and no oral agreement relating thereto shall be
implied or authorized.
SECTION 3. The authorization granted hereunder shall expire and be void and of no
further effect if the agreement is not executed by both parties within 120 days following the
effective date of the resolution.

This Amendment to Agreement is entered into this day of
2003. by and between the CITY OF SAN BERNARDINO and CAS A RAMONA, INC., relating
to the operation of a Drop-In Center at 1524 West ill Street, San Bernardino, California.
1. That certain Agreement between the parties dated September I, 1990 is hereby
amended to extend the term of this contract for an additional one year period as
follows:

2. All other terms and conditions of the Agreement described shall remain in full
force and effect.
