Staff Report
Subiect:
Resolution of the City of San Bernardino authorizing the Mayor of the City of San
Bernardino or her designee to execute Amendment No. 5 to the Agreement with San
Bernardino City Unified School District, relating to delivery of breakfasts, snacks, and
lunches to Delmann Heights Headstart Center.
Backeround
The Parks, Recreation and Community Services Department has provided a Headstart
Program at Delmann Heights Community Center since 1978 with an agreement with San
Bernardino City Unified School District for providing lunches and snacks. This program
currently accommodates 30 morning and 30 afternoon preschoolers, ages 3-5, and runs
September through June.
This amendment to the agreement which was first approved by Resolution 96-196, dated
July I, 1996 (copy attached) is only to show the changes in the price of lunches and
snacks and to extend the period of the agreement for the new year, July I, 2003 through
June 30, 2004. The price for breakfast increased by two cents, from $.95 to $.97, student
Type A lunches increased by four cents, from $2.02 to $2.06, Schedule B snacks
increased by one cent, from $.49 to $.50 and adult lunches increased four cents, from
$2.07 to $2.11. Lunches include milk, entree, fruit, or dessert. Student Type A lunches
are smaller portions than adult lunches. The Schedule B snack consists of fruit or juice
and crackers.
The increases are due to an increase in the service provided by the school district which
includes furnishing milk, straws, utensils and napkins.
Financial ImDact
There will be no impact to the General Fund Budget. The Food Service Agreement
portion of the Headstart Grant is for $28,050 and this amount will cover all food service
costs for FY 2003-04.
Recommendation

SECTION 1. The Mayor of the City of San Bernardino or her designee is hereby
with the San Bernardino City Unified School District relating to the delivery of Breakfast, Type
A Lunches, and Schedule B Snacks to the City's Delmann Heights Headstart Center, to extend
the term for one year and to provide for the increased rates for breakfast at ninety-seven cents
13 ($.97), student lunches at two dollars and six cents ($2.06), and snacks at fifty cents ($.50) each,
14 and adult lunches at two dollars and eleven cents ($2.11) each, a copy of which is attached

hereto. marked Exhibit "A" and incorporated herein by reference as fully as though set forth at

length. All other terms and conditions of the Agreement shall remain in full force and effect.

This Amendment to Agreement is entered into this day of , 2003, by and
between the CITY OF SAN BERNARDINO and SAN BERNARDINO CITY UNIFIED
SCHOOL DISTRICT delivery of Type A Lunches and Schedule B Snacks to the City's Delmann
Heights Headstart Center.
I. That certain Agreement between the parties dated June 24, 1998 is hereby amended to
extend the term of this contract for an additional one-year period... "commencing July
I, 2003 and expiring June 30, 2004;" and to increase the rates in Paragraph Ill.
Payment. as follows: Adult Lunch: $2.1 L Breakfast $.97, Student Type A Lunch:
$2.06, Schedule B Snacks: $.50.
2. All other terms and conditions of the Agreement described shall remain in full force
and effect.

Dear Mr. Brown,
This letter is in reference to the Food Service Agreement dated July I, 2002
between the San Bernardino City Unified School District and the City of San
Bernardino for its Delmann Heights Headstart Center. This agreement will expire
on June 30, 2003 and may be extended by mutual written consent one year at a
time up to a total of three years, subject to the terms and conditions agreed upon by
both parties by June 30th of each year.
This letter serves as written notification of the District's wish to extend this
agreement through June 30, 2004 and also as written notice of the following
change:
A. Section III-Payment: the cost per meal will increase as follows:
Breakfast: $0.97
Student Lunch: 2.06
Adult Lunch: 2.11
Schedule B Snack: 0.50
If the City of San Bernardino wishes to extend this agreement and aggress to the
above noted change in the contract, please sign below and return to me no later
than May 30,2003.
