Subject:
Reject all bids for Underground (Dry) Utilities along the Laurelwood Drive Realignment per Plan
No. 10682.
Background:
The realignment and connection of Laurelwood Drive with Harriman Place from Tippecanoe Avenue
to Orchard Drive has required the installation of a backbone utility system. The three (3) utilities that
were identified, at the time of receiving bids, as needing to be installed in conjunction with the street
improvement project are Southern California Edison, Verizon and Adelphia. To help facilitate the
installation of these utility systems with the current construction of the street realignment, staff felt
that it was necessary to coordinate these two activities. The timing of the construction work was the
determining factor for the City to advertise for bids. Normally, each utility would bid their work
independently.
City staff, in cooperation with EDA staff, successfully sought State Infrastructure Loan Bank funding
in o.-der to assist with financing of this project as part of the HUB project being undertaken by EDA
in cooperation with the Inland Valley Development Agency and SBT Partners as the private
developer.
Each stakeholder (EDA, Edison, Verizon, City of San Bernardino and the developer) In the
installation of the underground (Dry) Utilities was to participate in the funding of this project.
This project, for the Underground (Dry) Utilities along the Laurelwood Drive Realignment per Plan
No. 10682, was advertised locally and bids were received on April 22, 2003. The following
companies submitted bids:

From subsequent meetings and discussions with the various stakeholders, it was determined that
Verizon and Adelphia are no longer needed because all the area can be fed from existing lines in
Tippecanoe Avenue and Orchard Drive. However, planners from the Southern California Edison
Company have indicated that the underground electrical is still needed to provide an "intertie" for
the Tri-City area. Concerns have been raised that the current electrical feeders may not be adequate
during the peak summer demand periods after Sam's Club and other HUB projects begin operation.

Funding for this project in the amount of $1,981,728 has been allocated from the Street Construction
Fund State Infrastructure Loan Bank in the 2002/03 Capital Improvement Program for the
acquisition and realignment of Rosewood Drive (Laurelwood Drive). Because roadway construction
and right-of-way costs have increased and have placed a higher burden on the available funding, staff
is recommending that the Mayor and Common Council reject all bids for the project.
Stafr" is working with Southern California Edison to revise the plans, and we expect to re-bid the
project within the next several months. The underground electrical is expected to be completed late
this year and will not delay the construction of any of the projects currently approved for the HUB
project area.
Financial Impact:
None.
Recommendation:
