Recommended Motion:
1. Authorize the Director of Finance to execute the attached claim form marked Exhibit "C"
requesting reimbursement in the amount of $30,853.45 in accordance with Article 3, PUC
Section 99234a "Pedestrian and Bicycle Facilities" for Signing and Striping of Bicycle
Lanes for Phase I & Phase II of City Adopted Bicycle Facilities Master Plan, per Plan No.
10229.
2. Authorize the Director of Finance to amend the FY 2002/03 budget to transfer $26,623.18
in unallocated gas tax funds to Account No. 122-373-5504-7116 "Bikepath Valencia
A venue, Highland Ave to 40th St".

Subject:
Authorization to Submit Request for Reimbursement to SANBAG for Signing and Striping of
Bicycle Lanes for Phase I & Phase II of City Adopted Bicycle Facilities Master Plan, per Plan
No. 10229 and authorize the Director of Finance to amend the FY 2002/03 budget.
Background:
Staff successfully applied for Transportation Development Act (TDA) , Article 3 funding in
2000 allowing the City to proceed with a portion of the Bicycle Facilities Master Plan adopted
in 1994. This project extended the existing bicycle lanes from California State University San
Bernardino to Perris Hill Park along 40th Street, Mt View Avenue, Electric Avenue and
Valencia Avenue. This project added approximately 7 miles of bike lanes to previously
completed portions of Phases I and II of the master plan, including master planned bicycle lanes
along University Parkway, Kendall A venue and Northpark Boulevard.
A contract in the amount of $40,889.39 was awarded to JP Striping of Cherry Valley on
October 15, 2001. All construction work on this project has been completed and all claims
have been paid.
A report of expenditures is attached as Exhibit "A," indicating a total cost for the project of
$57,476.63, which included design, inspection and contract administration. However, due to
complaints by local residents, a portion of the work authorized by the grant was not completed.
Exhibit "B" indicates a comparison of the work authorized by the grant versus the actual work
done, which was on the master plan of bicycle lanes and is therefore eligible for reimbursement
under terms of the grant. The proportional cost of the work eligible for reimbursement from
SANBAG, at a reimbursement ratio of 88%, is $30,853.45. In order to obtain reimbursement
from SANBAG, the attached claim form marked Exhibit "C" must be executed by the Finance
Director and submitted to SANBAG. A minute action by the Mayor and Common Council is
required to authorize the Finance Director to execute the document.
Financial Impact:
Only $30,853.45 of the total project cost of $57,476.63 will be reimbursed under terms of the
grant from SANBAG leaving a shortfall of $26,623.18. Therefore, staff recommends that
$26,623.18 be transferred from unallocated gas tax funds to account no. 122-369-5504-7116
"Bikepath Valencia Avenue, Highland Ave to 40th St" to cover the un-reimbursed amount of the
total project cost.

The grant application which was approved for the subject contract included installation of
Class II bike lanes on four city street segments as follows:
1. Valencia Avenue from Highland Avenue to 40th Street.
2. 40th Street form Electric A venue to Valencia Avenue
3. 40th Street from Kendall Drive to Acre Lane
4. Mt. View Avenue & Electric Avenue from Highland Avenue to
Northpark Boulevard

During construction it was necessary to revise the scope of the project due to citizen
complaints. The revised locations, where master plan bike lane striping was completed
which is eligible for reimbursement under the grant, are as follows:

2. Valencia Avenue from 30th Street to 40th Street

The total mileage of bike lane striping eligible for reimbursement is 4.01 miles which is
61 % of the mileage as approved in the original grant. Therefore the proportional amount
of the cost eligible for consideration of reimbursement under the grant is 61 % of
$57,476.63 which equals $35,060.74.
