STAFF REPORT
SUBJECT
Resolution of the City of San Bernardino ratifying the submittal of the FY 2006 Homeland
Security Grant application and authorizing the Police Department to administer the awarded
grant funds in accordance with the grant expenditure plan.
BACKGROUND
On October IS, 2004, President George W. Bush signed the Department of Homeland Security
(DHS) Appropriations Act of 2005, providing $3 billion in vital funding needed to ensure the
safety and security of our homeland. For the State of California, the Governor's Office of
Emergency Services (OES) administers the six homeland security grant programs and distributes
federal funding to the various regional operational areas on a per capita basis. In FY 2006-07,
the police department qualifies for funding under the Law Enforcement Terrorism Prevention
Program (LETPP). LETPP grant funds are strictly for law enforcement.
The Police Department's LETPP allocation for FY 2006-07 is $151,639. Each agency receiving
funds was required to file an electronic Budget Detail Worksheet detailing their proposed
expenditures by June 23, 2006 to County OES to enable the operational area to file the grant
application the State of California by June 30, 2006.
The police department will use FY 2006 Homeland Security Grant funding to purchase 34
replacement Motorola XTS 2500 portable radios as well as SOOMHz and UHFNHF mobile
radios for the new helicopter program. These items are further described in the attached grant
expenditure plan.
FINANCIAL IMPACT
There will be no impact on the City's General Fund. The Police Department will be using a total
of $147,090 in awarded FY 2006 Homeland Security Grant funds to purchase equipment and
technology related items listed in the grant budget.
RECOMMENDATION

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1: The Mayor and Common Council of the City of San Bernardino
authorize the Police Department to obligate and expend the allocated FY 2006 Homeland
Security Grant funds in the amount of $147,090 as outlined in the attached Expenditure Plan
submitted by the Chief of Police.
