BACKGROUND The San Bernardino Police Department is the recipient of $394,891 in federal funding "earmarked" for mobile data computer (MDC) technology for the San Bernardino Police Department from the COPS 2006 Technology Grant program. This funding was secured through the support and assistance of Congressman Jerry Lewis. There is no cash match for this funding. The grant application deadline was May 31, 2006. In May 2004, the department implemented an upgrade to the Tiburon Computer Aided Dispatch! Records Management System (CAD/RMS) designed to move department automation systems onto software platforms that operate on Windows XP operating systems. Additionally 140 Mobile Data Computers (MDC's) (123 Police + 17 Fire) were replaced. 116 MDC's were purchased using lease/purchase financing that was included in the FY 04/05 budget for Information Services. The remaining 24 MDC's were purchased with COPS 2004 Technology Grant funds. COPS 2005 Technology Grant funds was used to purchase additional MDC technology to place MDC's on police motorcycles, MDC extenders and other police equipment and technology (the 2005 earmark was for police technology). COPS 2006 Technology Grant funds will be used for the following purchases: . (14) Additional MDC extenders . Phase II of the MDC field reporting software system . Equipment, airtime and installation costs to transition police MDC's from their current 19.2-BAUD rate to Verizon's wireless MDC communications network. Moving MDC communications to Verizon's wireless MDC communications network will dramatically improve the speed and increase size of communication packets that patrol officers will be able send and receive while in the field. The capability will allow officers to submit police reports via MDC's to the central Police Station and reduce the number of trips that field units need to return to the station. Additionally police officers will be able to access Records Management System (RMS) reports and other law enforcement automated databases that they are currently unable to access due to the limited bandwidth associated with the 19.2-BAUD rate. +r;u~~ . FINANCIAL IMPACT The Police Department will be using a total of $394,891 in awarded COPS 2006 Technology Grant funds to purchase equipment, technology and professional services listed in the grant expenditure plan. For FY 2006/07, the Information Services Department budgeted $75,000 for MDC airtime fees with the County of San Bernardino. By implementing the Technology Grant, 85 of the 125 Police MDCs will migrate to Verizon Wireless MDC communications service over the last six months of the fiscal year. IS estimates that they will realize a savings of approximately $21,000 the FY 2006/07 General Fund expenditures as grant funds will used for up to six months of the air-time costs for the 85 Police MDCs. The impact on the City's General Fund in for the next three fiscal years is illustrated below. The Mayor and Common Council of the City of San Bernardino hereby ratify the COPS 2006 Technology Grant application and authorize the Police Department to expend the $394,891 in awarded grant funds as outlined in the attached Grant Expenditure Plan submitted by the Chief of Police.
