We take this opportunity to thank you for your support and assistance with the 2002 VBI
grant.
As per the Inland Empire Chaplain Corps Board of Directors' meeting in March, this is to
officially notifY your office that we will not be partnering with the San Bernardino Police
Department VBI grant request for the extension year of2003/2004, as another faith based
organization will be in partnership.
The Board also voted to terminate partnership with the current VBI grant on May 30,
2003.
Again, our greatest appreciation for your consideration ofthis relatively new work.

On April 24, 2003, Officer Garcia came in to the San Bernardino Credit Union
Requesting changes on an existing organization account. He had information
Regarding the account. He informed me that one of the persons on the account
Had been terminated, and was to turn over all of the account information. (check-
Book), but was afraid that the account would be in jeopardy. So I informed him
That we would need new signature cards. He also stated that they were going to
have a emergency board meeting to appoint new officers. So I made a notation on
the account and told officer Garcia the account could be frozen, pending all of the
new signature cards.

This letter is to inform you that the Board of Directors for the Inland Empire Chaplaincy,
Inc. held a special board meeting, as per the bylaws, on 4-29-03. Five board members
were present for the meeting constituting a quorum. The board voted unanimously to
remove you from your position as president and from the being a board member.
As you know the bylaws allow for the removal of officers by the board of directors.
Section 6 ofthe bylaws states...

Dear Thomas Gronewald:
Please forgive me for waiting so long to send this letter of sincere thanks and appreciation. Quite
frankly, I do not know what my sister-in-law, Rebecca Stanley, would have done without your spiritual and
;oractical assistance after the sudden death of my brother David in January. You were indeed a great blessing
to our entire family at a time when we needed support more than ever.
Your kindness and support will never be forgotten. All of us have tried to move on from the tragedy
of losing David. We miss him, but with your help, we were able to see the blessings in the loss. Indeed one
of those blessings is that we are all closer than ever. We have also vowed to be as spiritually supportive of
each other as we can by keeping in touch with each other and reaching out to one another.
I hope that you continue to do your good work. letting people know the goodness of God and the'
tremendous power of God. Most of all, please do not take for granted the time that we have with each other,
family, friends and co-workers. For as we found out all too suddenly from David, tomorrow is not promised.
Again, on behalf of my mother and father and my entire family, thank you for being a blessing to us.

Dear Chief Dean:
I was involved in a very tragic accident that occurred at 40th Street and Watennan Avenue in San
Bernardino between 7:30pm and 8:00pm on Friday December 10. 1999.
An intoxicated man crossed Watennan Avenue against a red signal and stepped into the path of the
vehicle I was driving and was killed.
I am writing this letter to express my gratitude to the San Bernardino Fire Paramedics and the San
Bernardino Police Department and commend them for the YRtf in which they handled this incident.
My wife and I were treated with the utmost professionalism. concem and consideralion. Chaplain
Tom GronewaId was called and was a great comfort to both of us that evening as well as in subsequent
telephone conversations. He also showed great consideration by assisting us in securing the Police
Report.
This was our first experience with the Police and we are very impressed and grateful for the job all of
you do.

Dear Sir:
The San Bemardino Police Department is pleased to submit an application for year two
funding of the Value-Based Initiative Grant. As described in the application, grant
personnel have been very successful in implementing year one goals and objectives. In
year two, the department will continue to build on this successful foundation and
strengthen our partnerships with faith-based organizations.
Our focus in year two will be working with at-risk youth by expanding juvenile mentoring
programs to address youth violence in the City of San Bernardino. Expanding this effort
would be not feasible without federal funding to continue the VBI program.
As illustrated in our application, the State of California is tackling a $35 billion budget
deficit and is implementing drastic cuts in services and funding for local government.
The City of San Bemardino will experience a $12 - $20 million budget shortfall for Fiscal
Year 2003/04. The department will seek funding from state grants, private
organizations, banks, and faith-based organizations to continue the VBI program once
federal funding is exhausted.

Value-Based Initiative (VB!) Grant
Progress Report
The San Bernardino Police Department in partnership with the Inland Empire Chaplains Inc.
(IECI) was awarded a Value-Based Initiative Grant for $125,000 in April 2002. We initiated our
plan in July 2002. All grant personnel have been hired and a VBI governing board has been
established. (See Attachment One for governing board members).
The focus of our effort is to partner with faith based organizations to help build a foundation for
the initiation of and to promote sustainability through the involvement of local, self-funded, faith
based groups. Our faith-based partners include lECI, Victory Outreach, The Rock World
Outreach Center, Lion's Heart Ministry, First Christian Church, Abundant Living Fellowship
and Water of Life Church.
We are half way through our first grant cycle and are on track to accomplish all of our stated
goals and objectives. The following provides highlights of our accomplishments to date.
Ministers Training Academy
We have completed two clergy education training sessions. The first training session provided
crisis intervention skills to local clergy to effectively support our community in the event of a
major crisis. Fifty-four local citizens, including ministers, rabbis, teachers, victim witness
advocates, and mental health professionals attended the training.
Our police department also sponsored the City of San Bernardino Community Summit. The VBI
staff partnered with the police department to plan and promote the summit. The summit
provided citizen and faith based training designed to teach our community members how to work
more effectively with the police department and work together to promote community policing.
Over three hundred people attended the summit. Training sessions pertinent to this component
of the grant included faith and justice partnerships and at-risk youth intervention.
We continue to partner with the Cops and Clergy Network to promote positive working
relationships with members of all faith based organizations. Over fifty faith based and
government organizations are represented by our local cops and clergy network.
The third annual Faith and Justice Summit is planned for February 13, 2003, at the Riverside
Convention Center. The theme of the summit is Tolerance, Unity and Respect in a Diverse
Community. Pastor Eugene Rivers will be the keynote speaker. The Faith and Justice Summit
serves to advance community policing through partnerships of faith, justice, and educational
professionals.
Citizen Education
The City of San Bernardino Community Summit provided a number of training blocks designed
to enlist the support of our citizens for effective community policing. Seminars included topics
such as identity theft, gangs and graffiti, traffic enforcement, cross-cultural communication and
homeland security. The seminars focused on creating a safer community.
