Subject:
Resolution authorizing submittal of 2003/2004 Used Oil Recycling Block Grant application
for grant funds from the California Integrated Waste Management Board.
Background:
The California Oil Recycling Enhancement Act mandates the California Integrated Waste
Management Board to provide annual Block Grants to local governments for establishing
and maintaining local used oil collection programs that encourage recycling or appropriate
disposal of used motor oil and filters.
The utilization of Used Oil Recycling Block and Opportunity grant funding in previous years
has enabled the City to implement a curbside collection program for residents; provide
residents with used oil and filter collection containers; maintain certified used oil collection
centers throughout the City; as well as providing public and school education programs.
The 2003/2004 Used Oil Recycling Block Grant Application, if approved, will provide
$58,505 to enhance and maintain the City's current Used Oil Program. Of this total
request, $12,000 will be used to offset personnel costs within the Environmental Projects
Division. The remaining $46,505 will be utilized to purchase materials and supplies
necessary for program implementation and promotion.
Specific projects within this application include the continuation of the used oil and filter
curbside collection program, distribution of used oil and filter collection containers for
residents, and public and school education programs.

At the April 1 , 2003 Special Grants Ad Hoc Committee Meeting, Councilwoman Anderson
requested additional information regarding the operation of the used oil program. The
chart indicates the amount of gallons of oil that have been collected through both the
residential curbside program and the certified collection centers.
Over the six years the program has been in operation, an average of 48,424 gallons of oil
have been collected. According to our grant reports, a 10,000-gallon increase in 1998-99
was due to increased public education. During 1998-99 the Public Services Department
Environmental Projects Division participated in a number of community outreach events
distributing used oil collection containers and partnered with County HHW to distributed
containers at the Route 66 Rendezvous. Also, during 1998-99 we had 22 certified
collection centers (6 more than in 1999-00). The decrease in the number of certified
collection centers was due to the closing of 3 Chief Auto Parts, one Kragen, and Fedco.
Jiffy Lube allowed their certification to expire during that time period as well. The decrease
in the amount of used oil collected from 1998-99 to 1999-00 was due to the closures of the
six certified centers.
The grant term is from July 1, 2003 through June 30, 2006.
Financial Impact:
The amount of grant funding requested is $58,505. There are no matching funds required
by the City.
Recommendation:

RESOLUTION OF THE MAYOR AND COMMON COUNCil OF THE CITY
OF SAN BERNARDINO AUTHORIZING SUBMITTAL OF 2003/2004 USED Oil
RECYCLING BLOCK GRANT APPLICATION FOR GRANT FUNDS FROM THE
CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCil OF THE
CITY OF SAN BERNARDINO AS FOllOWS:
SECTION 1. That the State of California Oil Recycling Enhancement Act
provides funds to cities and counties for establishing and maintaining local used oil
collection programs that encourage recycling of used motor oil and filters;
SECTION 2. That the California Integrated Waste Management Board has been
delegated the responsibility for the administration of the program with the State, setting
up necessary procedures governing applications of cities and counties under the
program;
SECTION 3. Thatthe City of San Bernardino, as applicant, will enter into the
agreement with the State of California for the implementation and maintenance of a
Used Oil Recycling Program that offers used oil and filter recycling opportunities for
residents and encourages the proper disposal of used motor oil and filters;
SECTION 4. That the Mayor and Common Council of the City of San Bernardino
authorizes the submittal of an application to the California Integrated Waste
Management Board for the 2003/2004 Used Oil Recycling Block Grant (attached hereto
as Exhibit "A"). The Mayor of the City of San Bernardino, or her designee, is hereby
authorized to execute in the name of the City of San Bernardino all necessary
documents for the purpose of securing grant funds to implement and carry out the
purposes specified in the grant application;
SECTION 5. The authorization to execute the above is rescinded if the Used Oil
Recycling Block Grant Application is not submitted wit" in sixty (60) days of the passage
of this resolution.
