Subject:
Resolution awarding contract to Ranco Corporation for Construction of ADA Access Ramps
and Sidewalks at Various Locations per Plan No. 10600.
Background:
This project consists of constructing ADA access ramps at intersections and fill-in sidewalk
around school areas. These selected areas have been identified from several sources such as the
"School of the Month" program and in response to constituents registering their concerns
regarding safe pedestrian access for children. Currently some of the project locations do not
have access ramps from the street to the sidewalk while other locations have portions of sidewalk
missing. Staff has confirmed that the areas affected are experiencing substantial foot traffic to
and from the schools involved. This project will improve pedestrian access to a number of
schools within the City:

estimated project costs are as follows:
Construction Cost $ 84,850.00
Contingencies $ 10,900.00
Design, Insoection, and Contract Administration $ 4,250.00
Total $ 100,000.00

STAFF REPORT - Continued
This project was advertised locally in the San Bernardino County Sun Newspaper, Construction
Trend Newspaper, the City's web site, and with the San Bernardino Area Chamber of
Commerce. The following three companies responded to the request for bids:

Based on review of the sealed competitive bids received, staff has determined that Ranco
Corporation, the apparent low bidder, has met the minimum requirements of the specifications
and bid guidelines, and therefore recommend that the Mayor and Common Council award the
referenced contract accordingly.
Financial Impact:
Funding for street and safety improvements for various locations in the total amount of
$209,100 was included in the FY 2002-03 budget, Account No. 129-367-5504-7156. There is
currently a remaining balance available of approximately $157.600, which is more than enough
to cover this project.
Recommendation:
Adopt Resolution.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AWARDING A CONTRACT TO RANCO CORPORATION FOR
CONSTRUCTION OF ADA ACCESS RAMPS AND SIDEWALKS AT VARIOUS
LOCATIONS PER PLAN NO. 10600.

6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. Ranco Corporation is the lowest responsible bidder for Construction of
SECTION 2. This contract and any amendment or modifications thereto shall not take

17 effect or become operative until fully signed and executed by the parties and no party shall be
18
obligated hereunder until the time of such full execution. No oral agreements, amendments,
19
modifications or waivers are intended or authorized and shall not be implied from any act or
20
21 course of conduct of any party.
22 SECTION 3. This resolution is rescinded if the parties to the contract fail to execute it
23 within sixty (60) days of passage of the resolution.

Our office has not received the executed contract with Ranco Corporation for construction of
ADA access ramps and sidewalks at various locations, per Plan No. 10600. This agreement was
approved at the Mayor and Common Council meeting held on April 21, 2003, and will be null
and void ifnot executed and returned to the City Clerk's Office by June 20,2003.
Please forward the executed agreement to the City Clerk's Office, to my attention, as soon as
possible. If you have any questions, please do not hesitate to call me at ext. 3206.
