Background: On January 30, 2003 the formal bid process was completed for RFP F03-021, Bleachers for Parks Department. Notices inviting bids on Specification F03-021 were sent out to 18 vendors, the San Bernardino Area Chamber of Commerce, and was advertised in the San Bernardino County Sun and on the City's Website. The City received eight (8) responses, three (3) which were "No Bid". The bids were as follows: Company Dave Bang Assoc., Inc. Tomark Diversified Metal Fabricators, Inc. Continental Leisure Sales Steelcraft Bid Amount $27,349.04 $29,665.61 $38,500.00 $39,545.00 $93,000.00 Location Tustin, CA Corona, CA Smithville, MO Scottsdale, AZ Pasadena, CA The bid was for materials for 10 sets of 5 row, 21 feet long bleachers. The low bid by Dave Bang Associates, Inc. of $27,349.04 and Tomark of $29,665.61 were not the materials that were specified, which was expanded and coated metal. These two bidders indicated standard bleachers of aluminum planking. Because of vandalism and the high loss of aluminum planks to those who collect aluminum for sale, aluminum is not a viable option. The specified expanded and vinyl coated metal materials are not as susceptible to vandalism. We have not had theft of the planks such as we do with the standard aluminum. The next low bid of $38,500 by Diversified Metal Fabricators, Inc., meets all specifications and is less susceptible to vandalism and theft and is therefore, the best bid. Park's staff will construct and install the new bleacher units at the following sites: Wildwood (Melton Field) 2 sets, Delmann Heights Ballfield 2 sets, Kerwin Field 2 sets, and Encanto Park 2 sets each on 2 fields for a total of 10 sets at four locations. Financial Impact: Funding for this purchase is included in the 2002-03 Park Construction Fund Budget, Account No. 243-363-5504-7343 in the amount of$41,700. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF A PURCHASE ORDER BETWEEN THE CITY OF SAN BERNARDINO AND DIVERSIFIED METAL FABRICATORS, INC. FOR THE PURCHASE OF BLEACHERS PER RFP BID SPECIFICATION F03-021. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION l. That Diversified Metal Fabricators, Inc. is the lowest and best responsible bidder for providing the bleachers as specified in RFP Bid Specification F03-021. Pursuant to this determination, the Mayor and Common Council authorize the Purchasing Manager to issue a purchase order to Diversified Metal Fabricators, Inc. for the total of $38.500. The Purchase Order shall reference the number of this Resolution, shall reference the terms in RFP Bid Specification F03-021, and shall incorporate the terms and conditions of the bid proposal of Diversified Metal Fabricators, Inc. The Purchase Order shall further read "not to exceed $38,500.00." SECTION 2.
