CITY OF SAN BERNARDINO. REQUEST FOR COUNCIL ACTION
STAFF REPORT
Subiect:
Resolution of the Mayor and Council of the City of San Bernardino adopting the mission
statement for a coalition of Organized Labor and Local Governments within the Inland Empire
created under the auspices of the League of California Cities Grassroots effort for the purpose of
protecting local government services and revenues.
BackQround:
In 2001, the League of California Cities authorized the creation ofa grassroots movement to
facilitate the organizing of member cities' efforts to influence the state legislature on matters that
directly affect cities. In 2002, 18 new League staff members were added as grassroots
coordinators.
The grassroots coordinators have been successful in organizing various groups that have
significant influence with members of the legislature. These groups include a coalition of
concerned community businesses and elected leaders known as Leave Our Community Assets
Local (LOCAL). The "LOCAL" coalition voices concerns over the erosion oflocal services
because of the loss of local revenue streams. Organized labor leaders have expressed interest in
becoming involved in this effort to protect local government services and revenue. As a result,
the grassroots coordinators for the High Desert and the Inland Empire brought together a group
of City Leaders and Labor Leaders. Councilmember Lien-Longville and Councilmember
McCammack represent the City of San Bernardino on this coalition. In an effort to show support
for this newly formed coalition of City Leaders and Labor Leaders, members of the coalition
have been asked to solicit support and endorsement of the following mission statement, which is
to be brought back to a coalition meeting in late January:
Organized Labor and Local Governments agree to work together with other advocates to
lobby California State Government to protect local government services and revenues,
and jobs with fair wages and benefits. Together we recognize the importance of
maintaining local revenue streams to preserve and create good paying jobs and promote
economic growth while continuing to provide basic services and protect the quality of life
for our communities. As partners, we will remain united to support issues of mutual
interest.
Fiscal Impact:
None.
Recommendation:
That the Mayor and Common Council adopt the resolution.
