The Mayor of the City of San Bernardino or his designee is hereby 8 authorized to execute Amendment No. I of Contract No. 05-689 for Delegation of Activities 9 with the County of San Bernardino Preschool Services Department, copies of which are attached 10 hereto, marked Exhibit "A" and incorporated herein by reference as fully as though set forth at 11 length, and the Director of the Finance Department is hereby authorized to increase the budget in 12 13 the amount of $2,505 with the Head Start/Preschool Program for FY 2005-2006 at the Delmann Heights Community Center. 14 15 SECTION 2. The Department has provided comprehensive child development services to eligible low-income families both directly and through contracts with Board approved Delegate Agencies (DAs). DAs are public or private non- profit organizations or agencies to which PSD, as a Head Start grantee, has delegated all or part of its responsibility for operating a Head Start Program. . The DAs provide administration services such as preparation of reports required by the Federal funding source, facilities, and food services including breakfast, lunch and snacks for the Head Start/State Preschool Program in their respective areas. (The DAs served approximately 406 children during FY 04/05). On February 8, 2005, the Board of Supervisors approved and authorized PSD to release a Request for Applications (RFA) to solicit and identify qualified Head Start Delegation of Activities providers for San Bernardino County for FY 05/06. cc: PSD-Ackley w/5 agreements Contractor c/o PSD w/agreements Auditor-Mejico w/agreements IDS-w/agreements Risk Management PSD-Griffin HSS-Ciabattini; Chacon CC-Surber CAO-Morris File-w/agreements ml Page 1 of2 Record of Action of the Board of Supervisors SECOND 5 BY ITEM 068 AMENDMENTS TO CONTRACTS WITH DELEGATION OF ACTIVITIES PROVIDERS April 18,2006 Page 2 of 2 On June 21, 2005, as a result of the RFA process, the Board of Supervisors approved Contracts with Colton Joint Unified School District, Needles Unified School District, Easter Seals, and Baker Valley Unified School District in the amount of $2,479,078 to provide Delegation of Activities for PSD for the period of July 1, 2005 through June 30, 2006. On July 12, 2005, the Board of Supervisors approved a Contract with San Bernardino Parks & Recreation in the amount of $278,590 for the period of July 1, 2005 through June 30, 2006. This item was presented at this time due to administrative delays experienced by the Contractor PSD was notified by The Administration for Children and Families (ACF), the Federal agency that administers the Head Start Program, earlier this year that $22,182 was available for Cost of Living Adjustment (COLA) to supplement this program. PSD anticipated this increase and included adequate revenue and appropriations in the Departments FY 05-06 Budget. Approval of these amendments will award $22,182 for COLA funds for FY 05/06 and allow these DAs to continue to provide Delegation of Activities for the Head Start/State Program to approximately 406 children and their families in FY 05/06. HS staff monitors Contractor performance twice annually to measure compliance with the Head Start Performance Standards. I n addition, PSD and other staff provide technical assistance as necessary. REVIEW BY OTHERS: These amendments have been reviewed by HS Contracts (Lori Ciabatlini, Administrative Supervisor, 388-0253) on February 22, 2006 and the Office of County Counsel (Julie Surber, Deputy County Counsel, 387-4119) on February 28, 2006. This item has been reviewed by HS Finance (Lynn Chacon Administrative Analyst, 388-0211) on February 28, 2006 and the County Administrative Office (Gary Morris, Administrative Analyst, 388-0356) on March 1, 2006. FINANCIAL IMPACT: Approval of these amendments will increase the total contract amounts by $22,182, from $2,757,668 to a total of $2,779,850. Funding for the Delegate Agency is 87% Federal ($19,298) and 13% State ($2,884). Adequate revenue and appropriations in the amount of $2,779,850 are included in PSD's FY 05/06 budget. The County agrees to reimburse the Delegate for authorized expenditures as detailed in the Budget (Attachment B). No later than 10 calendar days following the month of services, Delegate shall submit to the County a claim for payment of the reporting month in a format acceptable to the County and that is sufficient to support payment under the County's accounting procedures established or approved by the County's controller. Within thirty (30) days, the County shall approve or disapprove payment of the claims. In no event, will the Delegate receive reimbursement exceeding the amount stated in Paragraph A of this section, except if it has received prior written authorization from the County, which shall be incorporated into and attached to this agreement.
