Staff Report
Subject:
A resolution ratifying submittal of a grant application for the Mobil Source Reduction
Committee (MSRC) Diesel Exhaust After-Treatment Retrofit Program, and authorizing
the execution of a purchase order to lronman Parts & Service of Corona, CA. (formerly
Filter Supply Co.) for the purchase and installation of sixteen (16) Diesel Particulate
Filters to be utilized by the Refuse Division.
Background:
Fleet staff have identified a South Coast Air Quality Management District, Mobile
Source Air Pollution Reduction Review Committee (MSRC) program that will allow the
City of San Bernardino participation in the MSRC Diesel Exhaust After-Treatment
Retrofit Program. This MSRC Program offers to fund 50% of the cost of purchasing and
installation of California Air Resources Board (CARB) - verified diesel filter, up to a
maximum of $66,000.00
Applicants for this program must demonstrate that the proposed deployment of diesel
exhaust retrofit devices is "beyond" mandated obligations and not required by, or in
fulfillment of, any local state, or federal law, rule, or regulation. On July 18, 2005 the
Mayor and Common Council approved Resolution 2005-252 authorizing a purchase
order to Filter Supply Company for furnishing and installation of particulate traps on
eighteen (18) Refuse trucks to meet the quota of the City's fleet of 1988 to 2002 engine
models.
This Grant application (Exhibit I) includes a request for Refuse vehicle retrofit funding
totaling $154,802.37 for sixteen (16) trucks in preparation for meeting the newly
adopted CARB Diesel Particulate Matter Control Measures. These additional sixteen
(16) units will be "Above and Beyond" the CARB requirement.
Funds totaling $1,000,000 have been allocated for this program and are available on a
first-come, first-served basis.
Financial Impact:
Funds for the City's portion of this cost $88,802.37, will be paid from the Fleet Fund,
account number 635-341-5173 (outside vehicle maintenance). Fleet, as an internal
service fund will pass this cost on as a (chargeback) to the Refuse Fund account #527-
413-5601 (garage charges) where sufficient funds exist. The remaining cost of $66,000
will be charged directly to the grant account #123-749-5173.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO RATIFYING SUBMITTAL OF A GRANT APPLICATION FOR THE
MOBIL SOURCE REDUCTION COMMITTEE (MSRC) DIESEL EXHAUST AFTER-
TREATMENT RETROFIT PROGRAM, AND AUTHORIZING THE EXECUTION OF A
PURCHASE ORDER TO IRONMAN PARTS & SERVICE FOR THE PURCHASE
AND INSTALLATION OF SIXTEEN (16) DIESEL PARTICULATE FILTERS TO BE
UTILIZED BY THE REFUSE DIVISION.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That the Air Quality Management District provides funds to
owners of qualifying heavy-duty diesel-fueled vehicles for the Mobil Source Air
Pollution Reduction Committee (MSRC) Diesel Exhaust After-treatment Retrofit
Program. That lronman Parts & Service has offered a negotiated price of $154,802.37
for the purchase and installation of sixteen (16) CARB approved Filters. Pursuant to
this determination the Purchasing Manager is hereby authorized to issue a purchase
order to Ironman Parts & Service in the amount of $154,802.37
SECTION 2. That the Mayor and Common Council of the City of San
Bernardino ratifies the submittal of an application to the South Coast Air Quality
Management District to participate in the MSRC Diesel Exhaust After-Treatment
Program (attached hereto as Exhibit I). The Purchase Order shall reference this
Resolution No. 2006-_ and shall read, "Ironman Parts & Service - Purchase of
sixteen diesel particulate filter systems" P.O. not to exceed $154,802.37 and shall
incorporate the terms and conditions of the purchase order.
SECTION 3. The Mayor of the City of San Bernardino, or his designee, is
hereby authorized to execute in the name of the City of San Bernardino all necessary
contracts, payment requests, agreements, and amendments hereto for the purposes
of securing grant funds to implement and carry out the purposes specified in the grant

application of this resolution. The authorization to execute the above referenced
Purchase Order is rescinded if not issued within sixty (60) days of the passage of this
resolution.

The South Coast Air Quality Management District Governing Board approved
funding for your project on March 3, 2006. Congratulations on the success of
your MSRC proposal and subsequent award of funds in the amount of $66,000.
Please be advised that your organization must provide documentation
designating appropriate signatory authority on behalf of the agency, corporation,
partnership, LLC, etc., and attest that said signature is empowered to contract on
behalf of contractor in both an operational and financial capacity and to legally
bind contractor.
