Staff Report
Subject:
A resolution authorizing an award of bid and purchase order to Smithson Electric.
Background:
As part of an overall emphasis on street repair and maintenance activities, the Public
Services Department, Street Division, in conjunction with Development Services, has
developed a joint departmental strategy to rehabilitate certain streets. The major street
resurfacing strategy utilizes Street Division crews to perform street surface preparation,
sweeping, placement, leveling, rolling, traffic control and hauling of recyclable debris
generated by the cold-milling process.
As part of a street rehabilitation project, traffic signal loops must be replaced. The City
has two types of loops in the road. Pre-warning loops are placed in the road
approximately 300 feet ahead of a traffic signal. As traffic passes over the pre-warning
loop, a signal is sent to a traffic control box to assist with traffic flow. Regular loops are
also placed in the road but are close to intersections. As traffic passes over a regular-
loop, a signal is sent to a traffic control box to inform the computer system that traffic is
beginning to idle at an intersection. The loop signal allows traffic to move more often
and reduce the idle time of vehicle traffic at intersections.
Request for a quotation notice was sent to nine companies, the Chamber of Commerce
and was posted on the City's website. Two responses were received and all bids sent
out are summarized below.

Staff reviewed the quotations for completeness and discussed the ability of the
company to provide timely service. Staff believes Smithson Electric will meet the City's
requirements. Smithson Electric submitted the apparent low bid and it is therefore
recommended that the Mayor and Common Council award the bid of loop replacement
services, labor, and material to Smithson Electric.
Financial Impact:
Funds for the purchase order are included in the FY 2005-2006 Capital Improvement
Program budget. Exhibit 1, attached provides a list of the specific projects and account
numbers. These funds will be carried over into FY 2006-2007 Capital Improvement
Program budget so a purchase order to Smithson Electric can be issued in FY 2006-
2007 for this work.

REPLACEMENT SERVICES, LABOR AND MATERIALS, AND ISSUE A
PURCHASE ORDER TO SMITHSON ELECTRIC IN AN AMOUNT NOT TO EXCEED

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Smithson Electric provides loop replacement services, labor
and materials for City street repair; pursuant to this determination the Purchasing
Manager is hereby authorized to award bid to Smithson Electric; pursuant to this
determination the Purchasing Manager is hereby authorized to issue a purchase order
to Smithson Electric for an amount not to exceed $68,880.
SECTION 2. The Purchase Orders shall reference this Resolution No. 2006-
and shall read, "Smithson Electric, loop replacement services, labor and
materials for City street repairs - Issue Purchase Order for an amount not to exceed
$68,880 and shall incorporated the terms and conditions of this Resolution.
SECTION 3. The authorization to execute the above referenced Purchase
Order is rescinded if not issued within sixty (60) days of the passage of this
Resolution.
