Description)Federal & State Program-MMRS Communications Equipment (Grant Funds) Finance: Council Notes: KiSt), J{')()(a - J 71 (,}J~ Agenda Item No. ~I STAFF REPORT SUBJECT Resolution authorizing the Director of Finance or designee to issue a purchase order to Motorola, Inc, in the amount of$37,931.91 for radio communication equipment BACKGROUND Fire is requesting authorization for the Director of Finance or designee to issue a purchase order to Motorola Inc. for nine (9) XTS 5000 Model III portable radios for Emergency Operation personnel and one (I) XTL 5000 mobile radio for the Fire Dispatch Center (attachment A). The amount awarded will fund the upgrade of ten (10) radios that users can instantly deliver critical information to field personnel, eliminating or minimizing communication hindrance when time is most criticaL The City purchases radios directly from Motorola, Inc. because the radios are programmed by Motorola (Smart-Net) for our system and no other distributors are able to provide them, In addition, Motorola, Inc. provides high-quality communication equipment that enables the City to provide quick, adequate, and up-to-date information about a pending disaster as well as communicate with all fire departments operating in San Bernardino County during emergency response and recovery operations. Radio interoperability is a very important issue when responding to major incidents with other agencies. Motorola Inc. has the technology to let us organize and connect any radio or other communication device used at the incident scene to any other user, support group, or organization. In accordance with the City of San Bernardino Municipal Code Section 3.04.010B (3) purchasing procedures for "selective source", we recommend that Motorola Inc. be issued a purchase order for the nine (9) XTS 5000 Model III portable radios and one (I) XTL 5000 mobile radio. FINANCIAL IMPACT The total amount to be awarded to Motorola Inc. for the nine (9) XTS 5000 Model III portable radios and one (I) XTL 5000 mobile radio is not-to-exceed $37,931.91. Funds for the procurement of the radio communication equipment is available in the Metropolitan Medical Response System Grant account number 123-596-5703. There is no financial impact to the City's General Fund. RECOMMENDA nON Adopt resolution. RESOLUTION NO. 2 3 RESOLUTION OF THE l\1A YOR AND CO:VIl\10N COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING THE DIRECTOR OF FINANCE OR DESIGNEE TO ISSUE A PURCHASE ORDER TO MOTOROLA, INC.IN THE AMOUNT OF 537,931.91 FOR RADIO COMl\1UNICA TION EQUIPMENT. 4 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BEIU..'ARDINO AS FOLLOWS: 6 7 SECTION I. That the Mayor and Common Council authorize the Director of Finance or 8 designee to issue a Purchase Order not-to-exceed 537,931.91 to Motorola, Inc., as a selected 9 source vendor for nine (9) XTS 5000 Model III portable radios and one (1) XTL 5000 mobile 10 radio (Attachment A, attached and incorporated herein); 11 SECTION 2. That Motorola, Inc. is the only distributor that programs the radios with 12 Smart-Net. It is necessary to standardize all radio equipment to achieve communication between 13 Dispatch and all field units. This will assist in communicating with other individuals linked 14 15 without disruptions to normal operations. Motorola, Inc. radios are compatible with the current 16 system being used by the Fire Department; 17 SECTION 3. This awarding of the purchase order to Motorola, Inc. is based upon criteria 18 set forth under the "selected source" purchasing procedures of the City of San Bernardino; ]9 SECTION 4. The Purchase Order shall reference this Resolution and shall be issued to 20 Motorola, Inc. for nine (9) XTS 5000 Model III portable radios and one (]) XTL 5000 mobile 2] radio in an amount not-to-exceed 537,931.91; 22 SECTION S.
