Subiect:
Authorization to remove the stop signs for north and southbound traffic on Valencia Avenue at
the intersection of V alencia Avenue and Parkdale Drive.
Backl!round:
The City has received complaints relative to traffic safety at the intersection of V alencia Avenue at
Parkdale Drive. Citizens complain that motorists are constantly running the recently installed stop
signs for north and southbound traffic creating an unsafe situation.
The Traffic Engineering Section of the Development Services Department evaluated the situation
and was able to confirm the complainants' claims. To resolve this situation, larger stop signs were
installed and flashing beacons were temporarily added for the north and southbound direction.
These actions alleviated the situation, however, motorists continue to run the stop signs.
Staff evaluated the intersection to determine if the stop signs were warranted. The evaluation found
that there is not sufficient traffic on Parkdale Drive (east and westbound approaches) to justify
stopping Valencia Avenue traffic. Staff therefore recommends that the stop signs for north and
southbound traffic be removed. A sign indicating that "Cross Traffic Does Not Stop" will be posted
on eastbound and westbound Parkdale.
A paving project is scheduled to take place on Valencia Avenue, between 30th Street and 40th Street,
at the end of June. If this action is approved the stop signs would be removed at that time thereby
eliminating the cost of removing the pavement markings.
Financial Impact:
The estimated cost of$150 for removing stop signs for north and southbound traffic will come from
Account No. 001-402-5111 (Street Maintenance).
Recommendation:
Adopt Resolution.

RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION
NO. 655 ENTITLED, IN PART, "A RESOLUTION... DESIGNATING CERTAIN
STREETS, OR PORTIONS THEREOF AS THROUGH HIGHWAYS..." AND
AUTHORIZING THE REMOVAL OJ<' THE STOP SIGNS FOR THE NORTH AND
SOUTHBOUND DIRECTION AT THE INTERSECTION OF V ALENCIA AVENUE
AND PARKDALE DRIVE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1: Resolution No. 655, which designates certain streets, or portions
thereof, as through highways, Section One is amended by amending Subsection (21.25)
V ALENCIA A VENUE to read as follows:
"(21.25) VALENCIA AVENUE
(A) From Highland Avenue to 40th Street.
(B) At its intersection with 40th Street (3- Way Stop)."
SECTION 2: Reso]ution No. 655, which designates ce11ain streets, or portions
thereof, as through highways, Section One is amended by amending Subsection (13.71)
PARKDALE DRIVE to read as follows:
"(13.7]) PARKDALE DRIVE
(A) From Mountain View Avenue to Valencia Avenue.
(B) At its intersection with Mt. View Avenue (4-Way Stop).
(C) At its intersection with Sierra Way (4-Way Stop). "

Dear Mrs. McCammack,
Today I left a message for you to kindly return my telephone
call in regard to the stop sign at my corner, and learned that
you were at a Council meeting.
The situation has become increasingly difficult for me, as stated
in the enclosed letters to our City Engineer, Mark Lancaster.
When a City worker was putting in the blinking lights at my
corner he told me this corner was one of the worst places for
a stop sign, for the reason that, as he said, it impedes the
natural flow of traffic, and he also said that a stop sign is
not put in place to slow down speeders, but that is the province
of the Police Department. He suggested I call Mark Lancaster,
our City Engineer. (Mr. Lancaster told me that he has received
a lot of complaints and that the sign would probably be removed.)
The noise from cars stopping and starting is getting so loud,
and now I find that it has become just as difficult and dangerous
for me getting into my driveway as getting out.
My sincere hope is that you will

Dear Mr. Lancaster:
On January 26, 2006, I spoke to you on the phone about the above
subject, and you suggested I write you a letter, a copy of which
I have enclosed for your convenience.
In my letter I neglected to write that the natural flow of
traffic has become more and more seriously impeded by this stop
Sign. I see the traffic from my kitchen window and have noticed
a very decided increase in the number of cars that are lined
up to stop.
Friday at about 5:00 p.m. I counted 6 cars lined up to stop
at the corner; and I am finding that people seldom stop to let
me in.
I am most seriously concerned and thank you for informing me
of any progress in this matter.

Dear Mr. Lancaster,
This letter is in response to our telephone conversation today
in regard to the above subject. Your comments were most
appreciated, and I want to thank you for your kind interest.
I do not agree that a stop Sign should be at this corner for
the reason of traffic speeding on Valencia Ave. My understanding
is that this problem is the province of our Police Department
and that stop Signs are not put in place for this reason.
Also, I have lived at this address for 46 years, and have seen
at the most 3 or 4 accidents at this corner. Perhaps you have
access to this information through our Police Department.
The problem that I find most difficult, besides the increasing
noise, is that I am unable to get out of my driveway during
the day, in particular in the morning, mid-afternoon hours and
when people are coming home from work.
During these times, cars may be 3, 4 and even 5 in a row stopping
to continue north, or going north and stopping to make a left
turn unto Parkdale Drive. People at times have been kind enough
to stop in order to allow me to leave my driveway to either
go south, or swing around at an angle to go north briefly and
then get into the left turn lane to continue on to Parkdale
Drive.
