Resolution 2005-272 extending the agreement with the County of San Bernardino from July 1,
2005 through June 30, 2006.
Resolution 2004-261 adopting Amendment Number Two authorizing Fire to extend the
Agreement with the County of San Bernardino to provide fire protection and paramedic services
to County unincorporated areas within the City of San Bernardino's sphere of influence from July
1,2004, through June 30, 2005.
Resolution 2003-130 authorizing Fire to renew the agreement with the County of San Bernardino
to provide fire protection and paramedic services from July 1,2003, through June 30, 2004.
Resolution 2001-193 authorizing the Fire Department to renew the agreement with the County of
San Bernardino to provide fire protection from July 1,2001, through June 30, 2003.
Resolution 2000-108 authorizing the Fire Department to enter into an agreement with the County
of San Bernardino to provide fire protection from July 1, 1999, through June 30, 2001.
Resolution 98-335 approved a contract with San Bernardino County Fire Department for fire
service in for the period of December 29, 1998, through June 30,1999.

SUBJECT
Resolution authorizing the City of San Bernardino Fire Department to extend the
Agreement with the County of San Bernardino to provide lire protection and paramedic
services to County unincorporated areas within the City of San Bernardino's sphere of
inlluence from July 1,2006, through October 31,2006.
BACKGROUND
The County of San Bernardino Fire Department has requested that the San Bernardino
City rire Department continue to provide tire protection and paramedic services to
County unincorporated areas located within the City of San Bernardino's sphere of
int1uence (attachment A). There are eight (8) San Bernardino County unincorporated
areas. more commonly referred to as '"county islands". located within the City of San
Bernardino's sphcre of inlluence.
On June 30. 2006. the contract to provide services to the County islands expires.
Therefore. the Fire Department is requesting approval to extend the existing agreement
for 120 days. from July 1. 2006 through Octobcr 31.2006. The agreement provides that
either party may terminate this agreement by giving not less than sixty (60) days written
notice to the other party of said intent to terminate.
The request to cxtcnd the existing agreement for 120 days will allow the County and
City's governing bodies to finalize the terms of the new agreement. The City and County
are currently negotiating the terms and compensation for the 2006-2007 tiscal year. The
County has agreed that City services will continue under the terms and conditions of the
current contract that expires June 30, 2006. except that whatever fee for services agreed
upon in the new contract will be applied retroactively to July 1.2006.
The new contract will be submitted to the Mayor and Common Council for approval and
the fee for service will be retroactive to July 1. 2006.
FINANCIAL IMPACT
Fire will submit to the Mayor and Common Council a new agreement with compensation
and conditions for final approval. At that time, the projected revenue for FY 06/07 for
the County Contract account, 001-000-4702. will need to be amended to ret1eet the new
amount.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:

SECTION I. The San Bernardino County Fire Department (County Fire) and the San

Bernardino City Fire Department wish to extend their agreement for fire protection and paramedic
9
services to County unincorporated areas located within the City's sphere of influence;
10
SECTION 2. The Mayor and Common Council hereby agree to extend the Fire Protection
11
Services Agreement No. OI-738-A3 pursuant to the terms set forth in the letter dated June 9, 2006
12
from the County of San Bernardino Fire Department, a copy of which is attached as Attachment A;

RE: FIRE PROTECTION/ALS SERVICES AGREEMENT
This letter is a follow up to our recent conversation regarding extension of service
delivery after the current contract expires. Specifically, we addressed the issue of not
having a successor contract in place prior to expiration of the current contract.
It was agreed that San Bernardino City Fire Department would continue to provide
service to the unincorporated areas that the City currently provides service to. The
service delivery will continue under the terms and conditions of the current contract that
expires June 30, 2006, except that whatever fee for services agreed upon in the new
contract will be applied retroactively to July 1, 2006.
The goal is to complete the contract process and have a signed document in place no
later than September 1, 2006.
