at Riverside Research Office.
Adopted Resolution 90-17 and 90-65 to extend the performance period of the research

. That the following actions recommended by the Director of Parks,:Recreation
Recommended motion: and Community Services Department relative to resolving the iSsue of the
historical burial site at Seccombe Lake Park be approved:
1. That the remains be completely unearthed, studied, analyzed, removed and prepared for
reburial by a qualified archaeological team.
2. That work to complete the unfinished ballfield commence as soon as possible after the
remains are removed from the site.
3. That California State University, San Bernardino or the San Bernardino County Museum
be contacted to determine if they are interested in conducting any further study of the
remains.
4. That upon completion of all study, the remains be reinterred and memorialized in
Pioneer Memorial Cemetary in accordance with any laws and procedures regulating such

REQUEST FOR APPROVAL OF ACTIONS FOR
RESOLVING THE ISSUE OF THE HISTORICAL
BURIAL SITE AT SECCOMBE LAKE PARK
During the preparation of the soil for planting the grass on
the east most ballfield at Seccombe Lake Park, the construct-
ion crews uncovered what appeared to be human remains which
may have been a part of a former cemetary which was located
on the south side of 7th Street until it was moved sometime
around the turn of the century to its present site, Pioneer
Memorial Park, on the north side of 7th Street. After
initial investigation, it was determined that these were, in
fact, human remains and at least 6 graves were located. In
an effort to determine the origin of these graves, historical
research was done. There was nothing conclusive in the
historical report except that the graves appeared to be dated
in the 1850's. There were no identifying records discovered.
Because of the inconclusiveness of the historical data, to
determine if there were any additional graves in the area and
to gather information for resolving this issue, an archaeo-
logical team was engaged to do Phase I of the investigation
project. Their task was to search the site locate and mark
all the graves and make recommendations for resolution.
Phase I was completed with the results that a total of 11
graves were found with the recommendation that all the graves
be completely excavated, analyzed, studied and prepared for
reburial after all historical data is recorded.
The historical burial site is in the area of the winstead
Little League Baseball field. The field was being completely
renovated when the graves were discovered. The field is
needed to continue the Little League Program which has been
operating at that location since the early 1950's.
The staff is recommending that immediately upon removal of
the graves from the burial site, work begins to complete the
field. Because of the time required to complete grave
removal, the field will not be ready for Little League use
during the 1991 season and an alternate location will be
used.
In addition, the staff further recommends that the remains be
reinterred in Pioneer Memorial cemetary after all studies and
analyses have been completed.

It is anticipated that without unforeseen problems, the
entire project to include removal and reinterment of the
remains and completion of the ballfield should be finished by
July 1, 1991. These actions will finally complete the
Seccombe Lake Park Phase IB Construction.
Your favorable consideration and approval of the recommendat-
ion's listed in the form motion is requested.
