The n~tices s"t a hearing date of December 17. 1990 which is no sooner than 10 days after giving notice. Upon your actions at this meeting, the owners must commence construction by January 25, 1991. which is 60 days from the date of giving notice. otherwise the City wil j cause the improvements to be installed and the ovmers wi II be assessed for the costs therefor over a three (3) year period at 7% interest per annum on the unpaid balance.
