the November 21, 1990 Redeve1~""",t Camnittee meetirq and staff was authorized
to retain Milford Wayne Donaldson, an experienced historical architect, to
assist in the preparation of a Req)Jest for P4'-'!.,..,.,.. (RFP). '!he prinm:y objec-
tive of the RFP pl""-'S \IOUld be to identify a developer capable of :test:oring
the structw:e and ret\m1in;J it to use in the Central aminess District. Mr.
Donaldson is currently corxiuct:ing the City's Historical survey and has extensive
experience in the renovation and :revitalization of historical areas, such as the
gaslanp quarter in San Diego.
Devel~L.eltt. Department staff, together with Plaming and Buildirg SeIvices De-
pal:t:.uellt staff, have met with Mr. Donaldson. It was Mr. Donaldson's opinion
that to issue a RFP whicil does net provide detailed infcmnation \IOUld result in
no qualified bidders ~.I D.1ring this meeting, Mr. Donaldson provided
infcmnation in OOIl1~...'tion with the City of Clcu."""-Illt's recellt experience in
rli..o;.....i1lating five-~ (500) RFP documents in the absence of a feasibility
study and legislative decisions relating to land use and City financial
participation. '!he City of Claret,ol1t received only five (5) responses to its
RFP, three (3) of which subsequently chUWo=d out of the process. Prior to
issuing a RFP, Mr. Donaldson feels, and staff concurs, that decisions must be

Mr. Donaldson's primaJ:y ooooern is the theatre portion of the bui.l.dirg. He
feels that it is essential the Department be in. a position to denDnstrate to
potential developers that there is a demand for the renovated theatre, or to
specifY feasible alternative uses. 'lb a lesser degree, Mr. Donaldson ~ the
same concems about the retail and office portions of =dirg. ~t is
staff's opinion that issuance of a RFP with the c..n.L",ut of unknown
elements \IOUld result in a failure to attract qualified developers. It would be
appropriate to first prepare a feasibility study that analyzes the potential of
existing and alternative uses for the blildirg.
Staff has invited Mr. Donaldson to atterx1 the December 10, 1990 (hnrnnrlity neve-
lVj,U""lt Camnission meeting to address, as app1:'-'l'Liate, issues and concems the
Camni.ssion may have.
