2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNA;RDINO AUTHORIZING THE NEGOTIATION OF A CONTRACT WITH THE
3 DEPAR~NT OF LABOR FOR FUNDS ALLOCATED UNDER THE NEW CAREERS
PROGRAM, APPRENTICE FIREFIGHTER.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
5 OF SAN BERNARDINO AS FOLLOWS:
6 WHEREAS, it is the joint goal of the Mayor and Common
7 Council that unemployed disadvantaged minority and the vietnam
8 era veteran citizens of the city of San Bernardino be employed
9 through the efforts of this city's governing body; and
10 WHEREAS, the Apprentice Firefighter proposal attached
11 hereto, marked "Exhibit A" provides for the hiring and training
12 of specific segments of the unemployed population,
13 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
14 OF THE CITY OF SAN BERNARDINO that approval for the negotiation
15 of a contract with the Department of Labor for funds for the New
16 Careers Apprentice Firefighter Program is granted and this
17 governing body approve said program and guarantee that participan s
18 of said program, who complete the qualifying apprenticeship
19 period shall receive permanent employment as firemen in the City
20 of san Bernardino Fire Department.

SYNOPSIS
APPRENTICE FIREFIGHTER PROPOSAL
The Apprentice Firefighter proposal has been developed through the efforts of
a task force composed of representatives from the Public Employment Program staff,
the City Fire Department, Firefighters Labor Union and the community. The program
is formulated along the lines delineated for firefighter apprenticeship as established
by the International Association of Firefighters (AFL-CIO) and the Department of
Labor.
The program is specifically designed to encourage the entrance of disadvantaged
minority and Vietnam era veteran candidates,who find the present system of recruitment
to be a barrier to employment. The program provides a new entry level position in
the Fire Department which has career progression through three levels from Apprentice
Firefighter I to Apprentice Firefighter III (job descriptions enclosed in Addendum
E, "Exhibit A". The program is intended to serve the communities within the two.
county SMSA area, thereby providing an additional outlet for the training of dis-
advantaged personnel into needed public service careers with the capability of
increased job mobility and advancement.
Participants will be qualified by an interview board consisting of, but not
necessarily limited to the following personnel:
City Civil Service representative (chairman)
Outside Fire Department management representative
Firefighters Union representative
2 community representatives
EEO Officer (observer)
Once accepted into the program, participants will be sent to the regional
basic fire training academy during the first year of apprenticeship. After basic
training, apprentices will be assigned to fire suppression companies for further

experience and training. The overall apprentice firefighter program will involve
three years of extensive training and work experience plus an emphasis on remedial
education, core training and higher education. Following completion of one year's
apprenticeship, the participant will be required to compete for fireman on a
promotional basis. If the participant fails to pass the first promotional exam, he
will be required to re-test during the remaining two years of apprenticeship.
The intent of this program is that it will become continuous and on-going with
new apprentices being hired as others are promoted to fireman.
Initial contacts with the Department of Labor have shown a willingness to fund
the first eighteen months of this program based on the guarantee that the City of
San Bernardino will fund the remaining eighteen months of the program. Due to the
step increases afforded the apprentice firefighter during training, the cost of the
second eighteen months will be slightly higher than the cost of the initial eighteen
months. In round figures, the total cost to the City for the last eighteen months
of the program would be $310,000 for a fifteen participant program and $220,000 for
a ten participant program.*
In conclusion, the New Careers Apprentice Firefighter Program will provide the
City of San Bernardino with a permanent additional entry level selection procedure
for.Fire Department recruitment in the future.

The Apprentice Firefighter Program is specifically designed to encouraqe the

The Apprentice Firefighter program will provide a new entry level position
in the FireDep~rtment. The entry level position would be entitled Apprentice
Firefighter I and would have career progression to Apprentice Firefighter II.
Apprentice Firefighter III.
The job descriptions for these positions are included in the addenda.
The encouragement of disadvantaged and minority candidates can be accom-
plished by lowering the enducation entrance level through the advent of an
apprenticeship program, removing the pass-Tail written examination, concentrating
advertising to specific sectors of the communities within the five county MA?C
area .containing high concentrations of poverty level income people. and soliciting
the assistance of local community groups in recruiting the disadvantaged.
Just as the program is beneficial to the citizens of San Bernardino, it is
also beneficial to the Department of Labor by meeting the following federal
goals:
A. By changing the recruitment procedure. Civil Service is encouraged
to become more relevant to local needs.
B. By adding entry level positions, lowering education requirements and
eliminating pass~fail written exams providing increased effectiveness
in bringing disadvantaged into career professional public service jobs.
In conclusion, the program would provide an additional outlet for the
training of disadvantaged personnel into needed public service careers with the
capability of increased job mobility and advance~ent.

The Apprentice Firefighter position will be a sub-professional job in the
human service area of fire protection.
The Apprentice Firefighter program incorporates a clear and realistic career
ladder through three steps with appropriate wage increases and definite job
descriptions at each step.
In anticipation of the Apprentice Firefighter program. a conservative
turnover rate projection of five vacated fireman positions will occur per year
over the next three years creating a total availability of fifteen permanent
fireman positions, available for promotion of Apprentice Firefighters.
Proposed Chanqes to Occupational Groups
The recruitment and selection process will begin with a large scale ad-
vertising program within specific segments of the community involving the
essistance of local community groups. Following solicitation of applications.
participants will be required to meet the following entrance requirements:
A. Age - minimum 21, maximum not to exceed 27.
B. Completion of 10th grade education (Reduced from 12th grade)
C. Attainment of high school diploma or GED certificate within
one year of entrance in program (if applicable)

Completion of physical and agility requirements
Background investigation
Valid California motor vehicle operator's license.

The New Careers program for Apprentice Firefighter will be managed by a
full time director* plus necessary support personnel in the areas of traini~.
job development, counseling and supervision. The staff will provide quarterly
reviews of the program to the Department of Labor in addition to monthly
status reports.
The intent of the City of San Bernardino and the Fire Department is
that the Apprentice Firefighter progra~ will be continuous and ongoing with
new apprentices being hired as others are promoted to fireman or are dis-
qualified through failure to successfully meet requirements.
As such, the New Careers Apprentice Firefighter Program will provide
the City of San Bernardino with a perranent additional entry level seJection
procedure for fire department recruit:ent in the future.

EMPLOYMENT STANDARDS
Education and experience equivalent to graduation from high school, and
a.minim~~ of 2 years experience as an Apprentice Firefighter I and II.
Applicants must be a minimum of 5'7" and a maximum of 6'6" in height.
Weight must be in proportion to height as published by the Civil Service
Board. Minimum eye sight requirenents: 20/40 uncorrected both eyes,
correctable to 20/20 both eyes. Eust be at least 21 and not !:lore than
27 years of age. Must pass a colo= perception test, criminal and traffic
record check, background investigation, physical and agility requirements
as established by the civil Service Board. Must complete 15 semester
hours in selected fire science courses. Possession of a valid motor
vehicle operator's license issued by the State of California is required.
