STAFF REPORT
Mayor and Common Council of the City of San Bernardino has adopted a
Municipal Code that could be more effective and enforceable if authority
were given to Parking Control Checkers, Vehicle Abatement Personnel and
Code Enforcement Officers to issue Parking Citations for such offenses as
the parking of vehicles on lawns and unimproved surfaces. Such authority
would provide (if proper bail was adopted) a more efficient and effective
enforcement tool for our employees that are involved in property
maintenance efforts. It would also provide additional revenue for the City
of San Bernardino. If a citation was issued on our Parking Citation
System, we would be able to administer it thru our existing system without
any additional red tape. It would only require the authority to issue
Parking Citation books to Code Enforcement Officers for use when they are
out doing inspections in their assigned areas.

4 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO
DO ORDAIN AS FOLLOWS:

SECTION 1.. Section 10.16.150 of the San Bernardino
Municipal Code is hereby amended to read as follows:
"A. Parking control checkers are authorized and empowered
to enforce parking regulations adopted pursuant to

this article and to issue parking control notices
throughout the City as provided in Section 40202 of
the California Vehicle Code.
"B. The Director of Facilities Management, or his or her
authorized representatives, is authorized and
empowered to enforce parking regulations adopted
pursuant to Section 10.16.160 relating to parking
spaces reserved for handicapped persons and to issue

parking control notices relating thereto as provided
in Vehicle Code Section 40202.

"C. The Director of Facilities Management, or his or her
authorized representative, is authorized and empowered
to enforce parking regulations adopted pursuant to
Section 10.16.170 relating to parking spaces reserved

for City board or commission members and to issue

parking control notices relating thereto as provided

in Vehicle Code Section 40202.

immobilize vehicles as provided in Section 22651.7 of

the Vehicle Code of the State of California.
"E. The Director of Facilities Management, or his or her
8 authorized representative, is authorized and empowered
9 to enforce parking regulations adopted pursuant to
10 this Chapter and to issue parking control notices
11 throughout the City of San Bernardino as provided in
12 San Bernardino Municipal Code Sections l5.24.040.A.5.,
13 15.24.040.A.6., l5.24.050.A.5., and 15.24.050.A.6.
14 I HEREBY CERTIFY that the foregoing ordinance was duly
15 adopted by the Mayor and Common Council of the City of San
16 Bernardino at a meeting thereof, held on the
