Staff Report
Subiect:
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
Mayor to execute Amendment No. 16 to the Agreement between the City and Casa Ramona, Inc
to operate a drop-in center located at 1524 West 7th Street, San Bernardino, California for an
additional year.
Backl!round:
The Parks, Recreation and Community Services Department has contracted with Casa Ramona,
Inc. for operation of Ramona Drop-In Center since September 1, 1983. The center offers
information and referral services on a variety of citizen needs, as well as assistance in completing
forms and making applications for various services and social programs. Other services are
provided to the poor, elderly, homeless, unemployed, non-English speaking, new arrivals, and
crime victims. City residents are aided directly and non-city residents are referred to appropriate
agencies. The Hispanic community continues to grow in San Bernardino and these services
benefit a large number of our citizens in much-needed social services.
The proposed services include assisting clients with a variety of forms, employment and legal
referrals, holiday assistance to needy families and public information/updates. Also included are
referrals for daily needs (i.e. housing, food, clothing and etc.); community meetings, social
security assistance, translation services, letter preparation and citizenship information.
The complete Casa Ramona proposal of services with a proposed budget of $50,783 is attached
to this report. If the City were to provide these services, it would cost an estimated $133,017 to
fund a center manager, two administrative clerks, lease fees and supplies.
Financial Impact:
The Ramona Drop-In Center contract cost has remained the same since the 1990-91 FY with no
increase in compensation. The proposed FY 2006/2007 budget for the Parks, Recreation and
Community Services Administration Division will include $50,800 for this item.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor of the City of San Bernardino is hereby authorized and
directed to execute on behalf of said City Amendment No. 16 to the Agreement with Casa
Ramona, Inc. relating to the operation of a drop-in center located at 1524 West 7th Street, San
Bernardino, California, to extend the term of the Agreement for an additional one year period.
Amendment No. 16 is attached hereto, marked Exhibit I, and incorporated herein by reference
as fully as though set forth at length. All other terms and conditions of the Agreement shall
remain in full force and effect.
SECTION 2. The agreement authorized by this resolution shall not take effect until

fully signed and executed by both parties. Neither party shall be obligated hereunder unless

and until the agreement is fully executed and no oral agreement relating thereto shall be
implied or authorized.
SECTION 3. The authorization granted hereunder shall expire and be void and of no
further effect if the agreement is not executed by both parties within 120 days following the
effective date of the resolution.

AMENDMENT NO. 16
AGREEMENT
(Drop-In Center)
This Amendment to Agreement is entered into this day of
2006, by and between the CITY OF SAN BERNARDINO and CASA RAMONA, INC., relating
to the operation of a Drop-In Center at 1524 West 7th Street, San Bernardino, California.
I. That certain Agreement between the parties dated September I, 1990 is hereby
amended to extend the term of this contract for an additional one year period as
follows:
... "commencing July I, 2006 and expiring June 30, 2007"...
2. Exhibit I referenced in 2(b) is replaced with the attached Exhibit 1.
3. All other terms and conditions of the Agreement described shall remain in full
force and effect.

THE CASA RAMONA DROP IN CENTER PROVIDES SAN BERNARDINO
RESIDENTS WITH A WIDE RANGE OF SERVICES, OUTLINES BELOW ARE THE
SPECIFIC SERVICES AND PROGRAMS, WHICH THE CENTER PROPOSES TO
PROVIDE DURING THE FISCAL YEAR 2006-2007. ADDITIONAL INFORMATION

CLENTS RESIDE IN THE SPANISH SPEAKING NEIGHBORHOODS OF THE

IT IS ANTICIPATED THAT OVER TIlE COURSE OF THE NEXT FEW YEARS
THERE IS GOING TO BE MAJOR CHANGES IN TIlE WEST SIDE OF SAN
BERNARDINO, THINGS SUCH AS TIlE RENOVATION OF THE SANTA FE
DEPOT, FIFTII STREET, G STREET, ETC. \VITH THESE CHANGES COME MORE
PEOPLE. PEOPLE NEEDING ASSISTANCE IN MANY AREAS THAT
GOVERNMENT IS LIMITED IN DOING.
THESE ARE ALL ISSUES WE WILL WORK. 1HE CITY TO INFORM TIlE PUBLIC
ABOUT, AND TRY TO FACILITATES, SO THAT THE RESIDENTS AND THE
PROJECTS CAN HAVE TIlE LEAST PROBLEMS AS POSSffiLE. EACH YEAR WE
HOST A NUMBER OF COMMUNITY MEETINGS TO INFORM THE PUBLIC OF

THE CASA RAMONA DROP IN CENTER CONTINUES TO WORK WITH THE
SAN BERNARDINO COUNTY DEPARTMENT OF PUBLIC SERVICES. COUNTY
WELFARE CONTINUES TO REFER LARGE NUMBER OF THEIR
MONOLINGUAL HISPANIC CLENTS TO US. WITH THE CHANGES BROUGHT
ON BY WELFARE REFORM THERE ARE MANY RESIDENTS NEEDING HELP IN
SEEKING WORK, CHILD CARE, TRANSLATIONS, FILLING OUT JOB
APPLICA TIONS, EXPLANATION ON THE NEW REQUIREMENTS THEY MUST
MEET, ETC.
1.) THERE EXISTS A GREAT NEED TO EDUCATE PEOPLE IN THE
DIFFERENT PUBLIC SERVICES AVAILABLE TO THEM AND HOW TEY
MAY SOLICT THIS HELP.
2.) THE NEEDS OF THE LOCAL CLENT POPULATION HAVE GROWN
WHILE THE AVAILABILITY OF SERVICES HAS DECREASED.
3.) AS THE UNEMPLOYMENT RATE HAS DROPPED, THE SOCIAL
SERVICES NEEDS OF TODA Y'S F AMILILIES HAS CHANGED. SUCH AS
CHILDCARE. WITH BOTH PARENTS WORKING, THE CARE OF THE

THE HOMEOWNER AND RENTER ASSISTANCE VOLUNTEER PROGRAM
PROVIDES FREE ASSISTANCE TO INDIVIDUALS (CLAIMANTS) WHO
NEED HELP IN PREPARING THEIR HOMEOWNER OR RENTER
ASSISTANCE CLAIM FORMS. A CLAIMANT MUST BE A UNITED STATES
CITIZEN OR DESIGNATED ALIEN, 62 OR OLDER, BLIND, OR DISABLED,
AND HAVE A TOTAL HOUSE HOLD INCOME OF $37,675 TO 38,505.

APPLING FOR EMPLOYMENT. WE NETWORK WITH CITY, COUNTY AND
FEDERAL AGENCIES, AND PRIVATE CORPORATIONS, AND ACT AS A
CLEARINGHOUSE AND REFERRAL SERVICES. WE PRESCRIBE CERTAIN
TELEPHONE AND PERSONAL INTERVIEW TECHNIQUES TO OUR CLENTELE,
AFTER ASSISTING WITH JOB APPLICATIONS IF NECESSARY, WE OFTEN
BRING JOB SEEKERS TO GETHER WITH PROSPECTIVE EMPLOYERS.

LEGAL SERVICES
SINCE 1984, THE DROP IN CENTER HAS PROVIDED FREE LEGAL SERVICES
TO ALL THAT NEEDED ASSISTANCE WITH LEGAL PROBLEMS, ALTHOUGH,
OVER THE YEARS THINGS HAVE CHANGED. WE DO NOT ASSIST IN FILLING
OUT LEGAL FORMS. WE DO NOT HAVE A PARA-LEGAL IN OUR CENTER,
DUE TO LACK OF FUNDS. WE CONSULT A PARA-LEGAL IN OUR MATTERS
OUR CLENTS NEED ASSISTANT WITH; IF THE PROBLEM REQUIRES MORE
EXPERIENCE ASSISTANCE, WE REFER THE CLIENT TO THE PROPER
AGENCY. SEVERAL HUNDREAD PEOPLE ARE AS SITED EVERY MONTH.

Transmitting Documents for Sigoature - Resolution No. 2006-164
At the Mayor and Common Council meeting of June 5, 2006, the City of San Bernardino
adopted Resolution No. 2006-164 - Resolution authorizing the Mayor to execute Amendment No.
16 to the agreement between the City and Casa Ramona, Inc. relating to the operation of a
Drop-In Center located at 1524 West 7'h Street, San Bernardino, California, to extend the term
of the agreement for an additional one year period.
Attached are one (1) original agreement and one (1) duplicate original agreement. Please obtain
sigoatures in the appropriate locations and return the ORIGINAL contract to the City Clerk's
Office as soon as possible, to my attention. Please forward the remaining fully executed copy for
to the other party.
Please be advised that the resolution and contract will be null and void if not executed
within sixty (120) days from the date of adoption, or returned to our office by Tuesday,
October 3, 2006.
