Synopsis of Previous Council Action:
4-3-06 - Council approved Resolution 2006-93 for amendment I to the Head Start/Preschool
Program at the Delmann Heights Community Center for a I percent cola increase to the
2005/2006 budget.
6-20-05 - Council approved Resolution 2005-168 to continue the Head Start/Preschool Program
at the Delmann Heights Community Center for FY 2005-06.

Staff Report
Subiect:
Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the
Mayor to execute Amendment 2 of Contract 05-689 between the County of San Bernardino
Preschool Services and the City of San Bernardino to continue the Head Start/Preschool Program
at Delmann Heights Community Center for FY 2006-2007.
Backl!round:
The Head Start Preschool Program has been in operation at Delmann Heights Community Center
for the past 31 years. The school began with one class of 15 children and has now grown to four
classes of 15 (3 to 5 years old). The program curriculum includes music, language arts, math,
science, and nutrition. A healthy meal is also provided for each child.
There are II staff members that coordinate, implement and supervise the program. Staff works
197 days (i.e.: mid-August to late-May) and each program participant receives 170 days of
education. The demographic profile is as follows: 55% Hispanic, 25% African-American, 10%
Anglo, 3% Asian-American and 7% other. This program is for low-income children and families
must meet Federal income guidelines in order for the children to participate in this free program.
All participants receive a free dental and vision exam annually. The program is a successful
collaboration between the City of San Bernardino Parks, Recreation & Community Services
Department and the County of San Bernardino Preschool Services Department. These 60
children are now receiving pre-school education and training opportunities that would not be
available to them were it not for the Delmann Heights Program.
Financial Impact:
There is no General Fund cash match required but $67,629 City in-kind services are required.
The in-kind includes thousands of hours of volunteer work by the parents of the children in the
Head Start program as well as the program's proportionate share of administrative staff and
operating costs for the Delmann Heights Community Center. The funding is $270,515 (Program)
and $28,050 (Food Service) for a total of$298,565.

6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
7 OF SAN BERNARDINO AS FOLLOWS:
8 SECTION I. The Mayor of the City of San Bernardino is hereby authorized to execute
9 a Contract for Delegation of Activities with the County of San Bernardino Preschool Services
10 Department, copies of which are attached hereto, marked Exhibit "A" and incorporated herein by
11
reference as fully as though set forth at length, and the Director of Parks, Recreation and
12

Community Services Department is hereby authorized to administer federal grants to continue
the Head StartIPreschool Program at Delmann Heights Community Center.

SECTION 2. The authorization granted hereunder shall expire and be void and of no

The maximum amount of reimbursement under this contract shall not exceed $579,660 and shall be
subject to availability of funds to the County. The consideration to be paid to Delegate, as provided herein;
shall be in full payment for all Delegates' services and expenses incurred in the performance hereof,
including travel and per diem.

adopted Resolution No. 2006-163 - Resolution authorizing the Mayor to execute Amendment 2
of Contract 05-689 between the County of San Bernardino Preschool Services and the City of
San Bernardino to continue the Head Start/Preschool program at Delmann Heights Community
Center for FY 2006-2007
